    Summary Information:
    The Mulan 'Activities for Young People' Shared Responsibility Agreement (SRA) is the fourth SRA signed by the Mulan Aboriginal community. It is aimed at providing healthy after-school activities for children and young people through an upgrade to an indoor basketball court/sports facility, and the development of a structured sporting competition.

    Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding.     Detailed Information:
    Purpose

    The Mulan community, which is part of the East Kimberley COAG trial, has previously signed SRAs dealing with sports equipment and healthy activities for young people, the renovation of a cultural centre for women, and the installation of fuel bowsers. This SRA will build on the previous SRAs, particularly the first, to ensure that children and young people in the community have healthy after-school activities to attend. The SRA provides for the upgrading and extension of an existing indoor basketball court/sports facility; and for the development of a training and management schedule for the community, including a structured sporting competition involving the neighbouring communities of Balgo and Billiluna.

    Shared Responsibilities

    The local community will be engaged in the design, construction, decoration, management and maintenance of the new sports facility, and the development of programs which utilise it. The community is arranging the repairs, upgrades and extensions to the facility using CDEP workers, who will receive training to develop their skills in assisting in the maintenance of the facility. Local young people will use the facility both for casual and organised sports, and parents will encourage them to do so.

    The Commonwealth Government will contribute funds to the renovations. The Place Management Team supporting the East Kimberley COAG trial will visit Mulan regularly to monitor progress, and will develop a recreational calendar for the community in conjunction with neighbouring COAG communities.

    The Garnduwa Sports Association will develop a training and management schedule for the community, including a structured sporting competition that will engage the neighbouring communities of Balgo and Billiluna.
