The Pormpuraaw 'Rowoarr Community Justice Rehabilitation Service' Shared Responsibility Agreement (SRA) is an agreement between the Pormpuraaw Community, the Australian and State Governments, the Pormpur Paanth Aboriginal Corporation and the Pormpuraaw Aboriginal Shire Council to provide for the funding, resources, training and support for the establishment of an alcohol rehabilitation facility. Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. Purpose The SRA addresses the community-identified priority of a holistic and culturally-appropriate alcohol rehabilitation service in Pormpuraaw, with the possibility of extending the service to Kowanyama. It provides for the upgrade of Baas Yard for use as an alcohol rehabilitation facility, to be known as Rowoarr. The SRA comprises two stages: 'Stage 1, Scope the service model/business plan; Stage 2, Upgrade the facilities at Rowoarr. Stage 2 will also involve implementing the service model in the upgraded premises' (Indigenous Portal, January 2007). Shared Responsibilities Clan group elders and families will support a rehabilitation program embedded in a community cultural framework. The community will establish a Steering Committee to guide the development of the service, and community individuals will participate in related training and work on the building renovations. The Steering Committee will participate in the research visit of operating rehabilitation facilities in Darwin. Pormpur Paanth Aboriginal Corporation (PPAC) will operate and manage the rehabilitation facility. As part of the Steering Committee, it will also participate in the research visit of operating rehabilitation facilities in Darwin. Pormpuraaw Aboriginal Shire Council will support community training and work on the renovation of building through the existing Community Development Employment Projects (CDEP) Programme. It will also provide supervision, mentoring, and project management of the renovations project. The Office of Indigenous Policy Coordination (OIPC) has proposed the contribution of $43,626 towards the engagement of a project officer for Stage 1, and develop Memorandums of Understanding (MOUs) or operating protocols to support the proposed services. In addition, the contribution of $15,000 towards 'strengthening [the] capacity' of Pormpur Paanth Aboriginal Corporation is also proposed. The Department of Employment and Workplace Relations (DEWR) has proposed a contribution of $50,000 to support the Pormpuraaw Aboriginal Shire Council's supervisory, management and mentoring role of the renovations project and its participants. The Department of Aboriginal and Torres Strait Islander Policy (DATSIP) has proposed a contribution of $200,000 towards material and equipment for the upgrading of Rowoarr. Queensland Health has proposed a contribution of $18,000 to enable the research visit of operating rehabilitation facilities in Darwin. Queensland Department of Employment and Training has proposed a contribution of $84,000 towards the support of the training of community members to be undertaken during the upgrade of the facilities. The funding of the SRA is subject to the partners entering into a legally binding funding agreement Performance Indicators and Feedback Mechanisms The SRA provides for regular discussions between the Steering Committee and DET, DATSIP and OIPC will take place. In addition, the assessment of the degree of support and cooperation of the model's implementation; the production of a rehabilition service/business plan/ MOUs between parties will be undertaken by the Pormpur Paanth Aboriginal Corporation. The Pormpuraaw Shire Council will assess the number of people involved in training and renovations.
