The Arnhem Land Progress Association (ALPA) 'Good Food' Shared Responsibility Agreement (SRA) is an agreement with the Commonwealth Government to further the ALPA's work to improve the health and nutrition of the communities it represents: Galiwin'ku, Gapuwiyak, Ramingining, Milingimbi and Minjilang, through the implementation of a 'healthy food strategy'. Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. Purpose The SRA provides for the hiring of a nutritionist to implement the healthy food strategy, and for the creation of 'Good Food' positions to be held by community members working at the stores in each of the five communities. Shared Responsibilities The communities will form a joint working group to ensure that people are aware of traditional Yolngu approaches to diet and health. They will also promote healthy cooking practices at take-away stores. Community members associated with the community stores will form 'store committees', which will work with local schools and health clinics to help the communities develop a holistic approach to nutrition. Other community members will attend ALPA Board meetings, and will take part in healthy activities including training in the store. Men and young mothers in particular will learn how to prepare healthy foods. The Nhulunbuy Indigenous Coordination Centre (ICC) will monitor visits to the community stores and will receive reports. The Commonwealth Government will provide funds to hire and accommodate a nutritionist, and will provide the first year's salary for each 'Good Food' person. The proposed financial contributions comprise: $369,000 towards the employment of a nutritionist, provision of an accommodation unit and the establishment of 'Good Food' positions by the Office of Indigenous Policy Coordination (OIPC); $128,000 towards the funding for the first year salary for the 'Good Food Person' at each member community by the Department of Employment and Workplace Relations (DEWR); and $15,800 towards the funding of the nutrionist's salary by the Department of Education, Science and Training (DEST). The funding of the SRA is subject to the partners entering into a legally binding funding agreement.
