The Dhuruputjpi 'Education, Arts and Nutrition' Shared Responsibility Agreement (SRA) is an agreement with the Commonwealth Government aiming to: � improve educational outcomes for the children of the community; � increase opportunities for art and craft production; and � improve the availability of nutritious food. This SRA is designed to complement the pre-existing development plan of Dhurputjpi. Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. Purpose The SRA will help the Dhurputjpi community to develop its resources and services according to the community-identified priorities. In order to improve education for children and provide a work area for arts and crafts, a combined facility will be developed that will contain a School of the Air service and a work area for arts and crafts. To provide better food for the community, equipment will be purchased and training provided for the development of a community garden. Shared Responsibilities Members of the community will work in the community garden and use its products, and will also participate in horticulture training and small engine maintenance in order to help them use the tractor and other equipment in the garden. Laynhapuy Homelands will provide for four Community Development Employment Project workers to fence, establish and maintain the community garden. Community families will ensure their children attend school. Three women currently undertaking teacher training will assist with the School of the Air classes. The Commonwealth Government will purchase a tractor, hand tools and other equipment for the community garden. The government will also fund the renovation of an existing structure to accommodate the School of the Air service and the arts and crafts workspace. The proposed financial contributions comprise: $50,000 for the purchase the tractor and hand tools by the Department of Employment and Workplace Relations; and $80,000 for the renovation of the existing structure which will house the School of Air and the art and craft production areas by the Office of Indigenous Policy Coordination. The funding of the SRA is subject to the partners entering into a legally binding funding agreement. The SRA provides for 'two-way feedback' which comprises regular community meetings, visits by the Nhulunbuy Indigenous Coordination Centre and reports from the Homeland on the progress of the project.
