The Galiwin'ku 'Health, Culture, Facilities' Shared Responsibility Agreement (SRA) is a four part agreement which deals with a range of issues of concern to the Galiwin'ku community. The agreement will:
improve health and fitness in the community through the renovation of the gymnasium and the employment of a sports and recreation officer;
facilitate arts and cultural tourism through the development of a 'Yolngu cultural precinct';
improve the community's access to meeting facilities and services through upgrades to the council building and the employment of a community development/training officer; and
assist the community to focus on its environmental health through an 'environmental health team' which will arrange pest control and homemaker activities.
Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. Purpose
The SRA has four schedules designed to meet the Galiwin'ku community's needs and priorities:
Health and fitness: The existing gymnasium facility, including toilets and office space, will be renovated. A sport and recreation officer will be employed to develop health and fitness activities for the community.
Art and cultural tourism: A Yolngu cultural precinct including an art centre, knowledge centre and museum will be developed. The existing art centre will be renovated, a coordinator employed, and a feasibility study on cultural tourism will be undertaken to assess the viability of art and cultural tourism as a path to long-term community development.
Meeting facilities and services: An existing council building will be upgraded to provide office space for a Rural Transaction Centre (including banking, Centrelink, postal, internet and other services), as well as room for special projects and meetings; and a community development/training officer will be employed to work with the Galiwin'ku Council to assist with training and a five-year development plan. The council complex will also function as a community cyclone shelter.
Environmental health: An environmental health team will be set up to arrange pest control and homemaker services.
Shared Responsibilities
Members of the community will:
commit to taking part in the health and fitness activities at the renovated gymnasium. CDEP participants from the community will do landscaping for the gymnasium and will train with the building contractors;
develop the Yolngu cultural precinct. Families and individuals will create artwork for the art centre and participate in an Art and Craft Centre Committee;
take part in programs and services to be delivered from the new council complex, including the internet cafe, an Indigenous Family Income Management Project, and community training programs and discussion forums;
take part in the environmental health team. Families and individuals will support the homemaker program and prepare their homes for pest control; and
provide a quarterly written report to the Nhulunbuy Indigenous Coordination Centre (ICC).
The Commonwealth Government's contribution comprises:
funding of $30,638 by the Department of Communications, Information Technology and the Arts (DCITA) to renovate the gymnasium, toilets and office space and employ a sport and recreation officer;
funding of $40,000 by the Department of Employment and Workplace Relations (DEWR) towards a feasibility study on cultural tourism, and $89,900 by the DCITA to renovate the existing art centre, recruit and employ a coordinator for the centre for six months, and develop a management plan for the centre;
funding of $425,000 by the Department of Transport and Regional Services (DOTARS) towards the funding of the Transaction Centre and $350,000 by the Office of Indigenous Policy Coordination (OIPC) towards the upgrade to the council building and the new services to be provided from the renovated complex, and employ a community development/training officer to work with the Galiwin'ku Council to assist with training and a five-year development plan; and
funding of $40,000 by the DEWR towards the development of the environmental health team's business plan.
The Northern Territory Government will:
contribute $28,000 by the Department of Local Government, Housing and Sport towards the employment of a sport and recreation officer.
In addition:
The local CDEP will provide a school bus for students to get to and from the gymnasium, will prioritise environmental health activities and provide resources to the environmental health team as needed.
The Galiwin'ku Council will work with the community development/training officer on training and a five-year development plan.
The ICC will regularly participate in Council and community meetings, visit the community regularly and report on progress.
The funding of the SRA is subject to the partners entering into a legally binding funding agreement.
Performance Indicators
The SRA schedules provide for specific performance indicators, comprising:
Health and Fitness
the completion of the gymnasium renovation and the recruitment of a Sport and Recreation Officer as assessed by the ICC;
the quarterly assessment by the CDEP coordinator of the extent of active support of the introduced initiatives from the CDEP participants;
the number of individuals participating in youth health and fitness programs, to be assessed quarterly by the Sport and Recreation Officer;
Art
the quarterly assessment by the Galiwin'ku Community Incorporated of:
o the completion and renovation of the Art Centre;
o the feasibility study for the development of the cultural tourism precinct;
o the number of participating artists in the art and craft committee;
o the number of individuals creating art for the centre;
o the recruitment of a coordinator for the Arts Centre;
the quarterly assessment by the DOTARS of the progress of the building and renovation of the office space in the Rural Transaction Centre;
Rural Transaction Centre
the quarterly assessment by the Community Development Officer of:
o the development of a training plan for council operations;
o the number of individuals involved in the training programs and using the internet cafe;
o the number of interagency forums;
the quarterly assessment by the Rural Transaction Centre's CEO of the recruitment of a Community Development Training Officer;
Environmental Health
the half-yearly assessment by the Galiwin'ku Community Incorporated of:
o the development of a business plan; and
o the extent of community engagement in the program. | |
