The Larrakia Nation 'Young People and Culture' Shared Responsibility Agreement (SRA) was aimed at promoting traditional culture and assisting young people at risk through a community art project. Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. Purpose The SRA provides funding for a community art project that arose when Vopac Ltd offered the Larrakia Nation the opportunity to paint one of the large fuel storage tanks that the company operates at East Arm, Darwin. The Larrakia Nation wanted to use the project to help 'maintain and promote traditional culture through design and painting for young people at risk'. Young people from town camps worked together with established Larrakia artists on all aspects of the project to design and paint the tank. The project was part of a training program for the young people in public art application and sign writing, designed to create marketable skills that can be used in other community art or design projects in Darwin. Shared Responsibilities The Larrakia Nation provided the cultural knowledge and the artistic skills to teach and represent Larrakia culture through the painting. The Commonwealth Government funded the project, with some contribution from private enterprise. |
