The Watarru 'Watarru Pool' Shared Responsibility Agreement (SRA) is an agreement between the Watarru Community, the Watarru Community Inc and the Australian Government providing funding, resources and in-kind support for the installation of a new pool at the Watarru Community, and the enforcement of the 'no school, no pool' policy and health and education initiatives related to that pool. Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. For more information see 'Shared Responsibility Agreement' below. Purpose The SRA aims to address the community-identified priority of improving health and education outcomes. Shared Responsibilities The community will: The Department of Families, Community Services and Indigenous Affairs (FaCSIA) has proposed in-kind contributions through the Municipal Services Officer, who will assist in research on the impact of the new infrastructure on the community, and ongoing operational needs. The Department of Health and Ageing (DHA) has proposed a contribution of $1,333,333 for the construction of the pool at Watarru. The Department of Education, Science and Training (DEST) has proposed a contribution of $150,000 for a swimming pool enclosure via the 'Investing In Our Schools' program. The Watarru Community Inc has proposed a contribution of $100,000 for the management, supervisory and ongoing recruitment costs associated with the pool. In addition, it has proposed in-kind contributions of management of the pool infrastructure and associated ongoing maintenance and expense costs. It will also manage and enforce the 'no school, no pool' policy through the Watarru School. The funding of the SRA is subject to the partners entering into a legally binding funding agreement Performance Indicators and Feedback Mechanisms The SRA provides for liaison between the Port Augusta Indigenous Coordination Centre and the Watarru Community Council. The Pools Management Committee will provide reports to the Community Council. The Watarru Community Council will conduct half-yearly assessments of performance indicators comprising: In addition, the Health Clinic will assess on a half-yearly basis the number of children attending the clinic with skin and ear infections.
