The Northside Natives Sports Club 'Community Health and Well-Being' Shared Responsibility Agreement (SRA) is an agreement between the northside Indigenous community of Brisbane, the Northside Natives Sports Club and the Australian Government providing resources and funding for the Northside Native Sports Club, its activities and its community involvement and role.

Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. Detailed Information:
Purpose

The SRA aims to promote positive sporting and social behavior through fitness, sporting opportunities and social activities. The SRA focuses on the use of the Northside Native Sports Club as a platform for community health, solidarity and positive representation of the northside Indigenous community.

Shared Responsibilities

The community and community individuals will:

  • establish, implement, manage, actively promote and abide by a Code of Conduct for the club (for players and supporters);
  • actively promote Northside Natives Sports Club as a professional, disciplined and welcoming sporting club;
  • join and appropriately represent the club and community, role modeling good sportsmanship;
  • participate in fund-raising activities for the club;
  • undertake referee, coaching, first aid and/or duty officials accredited training (minimum of four);
  • promote and actively encourage family participation in players' fitness and health programs;
  • participate in health and fitness assessments, programs and diet and nutrition planning;
  • provide family activities at the games and at least one community activity per year;
  • contribute to the care and maintenance of the grounds and equipment and contribute labour to convert or refurbish a club gym;
  • foster role-modeling or mentoring relationships with young Indigenous people; implement alcohol management strategies to minimise excessive drinking and fighting;
  • promote a positive message which challenges community or family violence;
  • actively participate in workshops which build skills to avoid and challenge violence.

    The Northside Natives Sports Club will provide assessment of the SRA's implementation (see below for further detail).

    The Office of Indigenous Policy Coordination has proposed a contribution of $9,000 towards sporting apparel, gym equipment, first aid and strapping equipment, coaching and certificate training, registration books and ground fees. The Brisbane Indigenous Coordination Centre (ICC) will provide in-kind support in the form of mentors and support mechanisms for player and club development.

    The Department of Families, Community Services and Indigenous Affairs (FaCSIA) has proposed a contribution of $7,500 towards sporting apparel and education workshops focusing on issues contributing to family violence.

    The Department of Communications, Information Technology and the Arts has proposed a contribution of $5,000 towards First Aid, operational and administrative materials, and gym fit-outs or memberships.

    The funding of the SRA is subject to the partners entering into a legally binding funding agreement.

    Performance Indicators and Feedback Mechanisms

    The SRA provides for quarterly monitoring meetings and partnership arrangements. It will be supervised by the Brisbane ICC in partnership with the board, management and coaching staff from the Northside Natives Sports Club. Quarterly progress reports will be developed and distributed to the Northside Natives Sports Club, FaCSIA and First Contact.

    These progress reports include the Northside Natives Sports Club's assessment of the following:

  • attendance rates at training sessions and games;
  • extent to which individual mutual obligations are met (once only);
  • number of Indigenous participants who gain their coaching certificate;
  • number of Indigenous participants in workshops which build capacity to challenge community violence;
  • number of infringements of the Code of Conduct;
  • number of players suspended or expelled for alcohol or drug related infringements;
  • number of social and cultural events organised in a year; and
  • retention rate of Indigenous men who have registered with teams.
