    Mimili 'Mimili Pool' Shared Responsibility Agreement (SRA) is an agreement between the Mimili Community, the Commonwealth Government and the South Australian Government. It proposes to provide the funding for the installation of a new pool, which would operate a 'no school, no pool' or 'school palya, pool palya' policy.

    Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding.     Purpose

    The SRA aims to encourage a healthier and safer community through the installation of a new pool. The SRA would put into place a comprehensive program to ensure that the pool is well run and maintained.

    Shared Responsibilities

    The community will:
  • Form a Pool Management Committee, to be comprised of community members and school, clinic and homelands representatives;
  • Work with the school, TAFE and Nganampa Health to develop policies for the pool;
  • Contribute to the cost of pool upkeep, management and operation;
  • Ensure that pool staff, including lifeguards and management, are properly accredited, and that an appropriate roster is drawn up to ensure that the pool is open and run by accredited staff;
  • Support and work with the youth and environmental health workers to ensure good health practices are both developed and followed;
  • Provide pool attendance data to government;
  • Encourage use of the pool, and organise local swimming carnivals;
  • Have a joint use agreement with the South Australian Government in place by the end of 2005; and
  • Commit to taking management responsibility for the pool, via the Mimili Community Council, within four years.

    Families and individuals will:
  • Have their swimming ability assessed, and attend swimming lessons to improve their skills;
  • Observe the 'school palya, pool payla' policy;
  • Encourage children to attend regular health checks at the clinic and participate in an applicable school health program;
  • Work with community members on an agreed code of conduct and conditions of use for the pool;
  • Ensure the safety of the pool at night, through the Mimili Night Patrol; and
  • Individuals who are selected for pool positions will commit to attended accreditation training sessions.

    The Commonwealth Government, via ATSIC, proposes to provide $1,250,000 for the construction of the swimming pool. The South Australian Department of Education and Children's Services proposes to provide in kind support by managing the pool for the first four years.

    The funding of the SRA is subject to the partners entering into a legally binding funding agreement.

    Performance Indicators and Feedback Mechanisms

    The SRA provides for the following performance indicators:
    1. Number of absent Indigenous student days per term, to be provide quarterly by the Mimili school;
    2. Number of both children and adults who achieved a recognised swimming standard, to be provided once by the community council; and
    3. Number of Indigenous children with skin, eye and ear infections, to be provided annually by the Health Clinic.

    The feedback mechanisms include that:
  • The Port Augusta Indigenous Coordination Centre will liaise with the Mimili Community Council and school principal on the progress of the SRA; and
  • Reports will also be provided by the Pool Management Committee to both the community council and the State Government.
    • Outcomes:
    At the official opening of the Mimili pool in October 2006, the Minister Assisting the Prime Minister for Indigenous Affairs Mal Brough said that 'the basis of growth as individuals and as a society stems from a sound educational basis and any push to increase school attendance must be applauded.' He also noted that school attendance had increased since the pool became operational in September 2006. (Pool delivers change in Mimili, Press Realease 2006)
