Summary Information:
The Raukkan 'Building Community Capacity' Shared Responsibility Agreement (SRA) is an agreement between the Raukkan Community, the Raukkan Council and the Australian government. It provides for the funding and resources for projects within four key development areas: capacity and good citizenship building, employment, childcare and youth. Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. Detailed Information:
Purpose The SRA aims to address the four key development areas in response to the community-identified desire and need for capacity development and improvements in community citizenship. The SRA provides for: � 'the use of a community broker'; �'the repair and upgrade of existing buildings (including houses and community hall)'; �'the development of an action plan to re-establish a children's service'; and �'improve health, fitness and self-esteem by updating sporting facilities'. Shared Responsibilities The community and individuals will: � develop a Work Plan for both paid and unpaid workers which incorporates future work and business opportunities for both individuals and the community; � conduct a stocktake of the resources, equipment and programmes being run in the community; � work with the community broker and others to identify community and individual priorities and visions; � facilitating and attending community meetings to settle on priorities and agree on an action plan; � active participation in voluntary formation of special interest groups or sub-committees as appropriate; �actively work with outside organizations such as Indigenous Community Volunteers (ICV) to build the diversity of skills and capacity in the community; �identify barriers to community cohesion and anti-social behaviors by working with relevant groups (such as the South Australia Police) and implement practical steps to resolve conflicts between groups; � review, agree on, abide by and assist enforcement of community rules and/or by-laws, and implement measures to address vandalism and antisocial behavior; � establish a construction work team with rotating team leaders to build individual skills in construction, leadership; � workers will attend and participate in work activities, undertake training and 'take up available jobs' (Indigenous Portal, February 2007); � establish a committee to support the development of the action plan and the set up of the children's service; � actively support the children's service by participating in the work and management training required under state guidelines; � parents will volunteer in and use the children's service upon its reopening; � plan, promote and run youth sporting activities by developing a structured program and encouraging responsible behavior; � form a Youth committee which will develop and implement rules for use of the sporting facilities, including developing a rostering system for keeping the facilities clean, tidy and vandalism free; � parents will participate in structured sporting activities and develop a supervision roster; � ensure that males and females equally participate in the activities and encourage drug and alcohol free participation in the sporting activities. The Department of Employment and Workplace Relations (DEWR) has proposed a contribution of $40,500 towards 'capacity building and employment' resources in conjunction with the community broker. These include: � funding for business and labour market strategic plans; � through Community Development Employment Projects (CDEP) Programme, repair the building for children's services and fencing for the basketball court; � fund CDEP top-up wages for the upgrade of buildings (such as the community housing and hall); and � capacity building through governance training, occupational skills training and succession planning. The Department of Families, Community Services and Indigenous Affairs (FaCSIA) has proposed a contribution of $53,273 towards an action plan to allow for the re-opening and future ongoing funding of a childcare/children's service. The Department of Communications, Information Technology and the Arts has proposed a contribution of $25,000 towards the upgrade of existing sporting facilities (courts, sheds and playgrounds) for multi-use purposes and sports. In addition, the funds will be used for holding sporting events and activities. The Office of Indigenous Policy Coordination has proposed a contribution of $120,000 towards the funding of the community broker position. In turn, the community broker will: � build this SRA into a comprehensive agreement and work with community members to resolve community differences and build common ground; � identify community priorities and assist with short and long term goals, including supporting the development of a Work Plan; and � facilitate a review of community rules, their suitability and enforcement. The funding of the SRA is subject to the partners entering into a legally binding funding agreement.
