    Detailed Information:
    The Pukatja 'Establishing a service to repair windows and door frames' Shared Responsibility Agreement (SRA) is an agreement between the Anangu Pitjantjatjara Yankunytjatjara Lands Indigenous community, the Commonwealth Government and the South Australian Government.
    Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding.     Purpose

    The aim of this SRA is to increase training and employment opportunities on Anangu Pitjantjatjara Yankunytjatjara (APY) Lands, as well as to aid economic development. Specifically, the SRA will provide support for the establishment of a window and door frames manufacturing business, as well as explore opportunities to manufacture other items, including security screens, fencing and gates.

    Shared Responsibilities

    The community will:
  • Encourage participation in the development of the business;
  • Provide CDEP participants who may be trained in metal fabrication and manufacture;
  • Identify repairs that need to be made as soon as is practicable; and
  • Provide a workshop for the business.
    Families/individuals will:
  • Participate in education and employment opportunities, and commit to the employment available out of undertaking training; and
  • Advise the new business of their manufacture, repair and maintenance requirements.
    The Commonwealth Government, through the Office of Indigenous Policy Coordination proposes to provide $25,700 to purchase start-up equipment. The Department of Employment and Workplace Relations would provide a further $10,000 to fund the drawing up of a business plan and to provide support for apprenticeships in the metal trade.

    The South Australian Government, through the Department of Further Education, Employment, Science and Technology, proposes to provide in kind support by supporting the establishment of metal trade apprenticeships. The Aboriginal Housing Authority also proposes in kind support, by engaging Wali K to provide window and door frames for six new houses.

    The funding of the SRA is subject to the partners entering into a legally binding funding agreement.

    Performance Indicators and Feedback Mechanisms

    The SRA provides for the following performance indicators, to be provided once by the Department of Employment and Workplace Services:
    1. The number of non-CDEP community members who are regularly employed on the project; and
    2. The number of Indigenous people completing traineeships.

    The feedback mechanisms include:
  • Feedback to be provided through the Pukatja Community Council;
  • All activities under this SRA subject to review every six months; and
  • The Port Augusta Indigenous Coordination Centre will undertake to visit the project at least every six months.
