    Summary Information:
    The Kempsey 'Support to Complete the Macleay Valley Workplace Learning Centre' Shared Responsibility Agreement is an agreement between the Dunghutti Elders Council (Aboriginal Corporation), the Office of Indigenous Policy Coordination and the Department of Transport and Regional Support to assist with the construction of new facilities at the Macleay Valley Workplace Learning Centre (MVWLC), redevelopment of school grounds and infrastructure works.

    Shared Responsibility Agreements are agreements between Indigenous communities and governments to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding.     Detailed Information:
    Purpose

    The SRA aims to address the need for greater infrastructure at MVWLC as it struggles to manage significantly increasing student enrolments, of which around 40% are Indigenous. This increased capacity aims to ensure the Centre continues to provide a 'safety net' to students considered to be 'at risk' of not achieving adequate educational outcomes.

    Shared Responsibilities

    The Community and MVWLC will:
  • meet regularly with Dunghutti youth program SRA and other key services/individuals to develop strong networks of support for 'youth at risk' in the Kempsey area;
  • continue to fundraise to support centre activities;
  • actively promote the centre to parents and others involved in educational delivery to 'at risk' students;
  • ensure young people attend school;
  • undertake training to enable assistance with mentoring and tutoring activities; and
  • be involved in school programs, services and initiatives;

    The Office of Indigenous Policy Coordination has proposed a contribution of $185,825 for the completion of sewage/water infrastructure, electrical supply and landscaping. The Department of Transport and Regional Services has proposed a contribution of $166,120 for the building of school facilities and the redevelopment of school grounds, and the Dunghutti Elders Council has proposed a contribution of in-kind cultural education and training to youth.

    The funding of the SRA is subject to the partners entering into a legally binding funding agreement.

    Performance Indicators and Feedback Mechanisms

    The SRA provides for quarterly assessments by MVWLC of the following performance indicators:
  • number of Indigenous young people participating in regular sporting or cultural activities at the MVWLC school;
  • proportion of Indigenous children aged 9 to 15 enrolled in MVWLC school; and
  • proportion of community that participates in or attends cultural events at MVWLC school.

    In addition to this, MVWLC will report annually on factors including:
  • number of participating young Indigenous people placed in juvenile detention;
  • number of students achieving a year 10 or year 12 certificate; and
  • proportion of Indigenous students that progress from year 9 to years 10, 11 and 12.

    The principal of MVWLC has also committed to monitor retention rates and academic achievements, particularly of those participating young people with the Dunghutti youth SRA, and to identify appropriate role models and positive outcomes from this SRA for communication to the Indigenous Coordination Centre.
