The Lombadina 'Economic Development' Shared Responsibility Agreement (SRA) is an agreement between the Office of Indigenous Policy Coordination, Indigenous Business Australia and the Department of Employment and Workplace Relations for the development of jewellery making enterprises. Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. Detailed Information: | ||
Purpose The purpose of the SRA is to increase the income generating capacity of the community through the development of sustainable tourism enterprises in the form of jewellery production. Shared Responsibilities The Lombadina community will manage and support the jewellery business by: • booking tourists; • managing accounts; • banking; • promoting the jewellery business; • providing shop space for the business; and • applying for assistance and skills training from Indigenous Community Volunteers. Families and Individuals will: • commit to a 'no work no pay' policy under the Community Development Employment Programme (CDEP) Projects scheme; • complete business and tourism courses relevant to the jewellery enterprise; • operate and maintain the jewellery business • participate in the evaluation and mentoring of the jewellery business; and • work together to support the Lombadina business community as a whole by providing labour, knowledge and skills. The Office of Indigenous Policy Coordination has proposed a contribution of $15,000 to support the initial purchase of jewellery equipment for the start-up of the business. Indigenous Business Australia has proposed a contribution of $16,000 to review current commercial opportunities and the Department of Employment and Workplace Relations has proposed a contribution of in-kind support through the provisions of CDEP support for Kayak and Jewellery business. This funding is subject to the parties entering into a legally binding funding agreement. Performance Indicators and Feedback Mechanisms The SRA provides for six-monthly reporting by the Lombadina Community on the number of jewellery items sold and the contents of a visitor book outlining tourist satisfaction. |
