    Summary Information:
    The Junee Correctional Centre 'Wagga Wagga Indigenous Coordination Centre and Junee Correctional Centre Indigenous Inmates Committee' Shared Responsibility Agreement (SRA) is an agreement between the Department of Communications, Information Technology and the Arts, the Office of Indigenous Policy Coordination and the Junee Correctional facility to provide Indigenous language programs to inmates, reintroduce an Indigenous Elders/mentoring program and provide resources to run an Indigenous arts and crafts program.

    Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding.     Detailed Information:
    Purpose

    The purpose of the SRA is to reconnect inmates at the Junee Correctional Centre with culture and language and to promote culture through arts and crafts.

    Shared Responsibilities

    The Junee Correctional Centre Indigenous Inmates Committee will:
  • suggest to the Junee Correctional Centre appropriate rules for behaviour and participation in the program;
  • encourage, support and monitor inmate participation in program related activities;
  • plan activities, including Elder visits;
  • advise ICC and JJC management on ways to foster and facilitate inmate participation in the program;
  • promote among the inmates cultural values acquired through the language program;
  • promote good behaviour among inmates; and
  • maintain a good working relationship with JCC and the Language program tutor.

    The Elders Groups will:
  • ensure their members respect variation schedule;
  • keep their community, through the Wagga Wagga Community Working Party (CWP) aware of the inmates progress;
  • continue to provide mentoring assistance to inmates post release; and
  • seek community support for inmates in their reintegration into their communities.

    The Wagga Wagga Community Working Party will:
  • support inmates willing to pass on acquired knowledge by organising information sessions and negotiating venues; and
  • encourage families to support inmates by actively promoting acquired skills in their communities.

    Post-release, inmates who have participated in the program will endeavour to actively pursue opportunities for promoting of language and culture in their communities and the negative consequences of incarceration.

    The Department of Communications, Information Technology and the Arts, has proposed a contribution of $18,670 to engage a Wiradjuri language tutor for 12 months and to provide financial support for the arts and crafts program.

    The Office of Indigenous Policy Coordination has proposed a contribution of $10,000 for achievement awards and support for the elders mentoring program.

    Junee Correctional Facility has proposed in-kind support in the form of computers, arts materials and printing to facilitate the language and arts program.

    This funding is subject to the partners entering into a legally binding funding agreement.

    Performance Indicators and Feedback Mechanisms

    The SRA provides for:
  • quarterly reporting by the Junee Correctional Facility on the number of inmates participating in the program and the impact of the program on the behaviour of these inmates;
  • quarterly reporting by the language tutor on the level of literacy attained by inmates through participation in the program;
  • quarterly liaison between the Wagga Wagga ICC and the language tutor, Junee Correctional Centre management and inmate representatives; and
  • quarterly feedback from Elders on the outcomes of the mentoring visits
