    Summary Information:
    The Armadale Noongar Corporation 'ANC Economic SRA' Shared Responsibility Agreement is an agreement between the Aboriginal Noongar Corporation, the Department of Employment and Workplace Relations, Indigenous Business Australia, the Department of Planning and Infrastructure, the Department of Education and Training, World Vision Australia and the Office of Aboriginal Economic Development. It provides for the personalised mentoring, employment preparation and job training for the Indigenous community of Armadale in various trades in demand in the local labour market.

    Shared Responsibility Agreements are voluntary agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding.     Detailed Information:
    Purpose

    The SRA aims to develop sustainable employment for unemployed Indigenous people in the Armadale region, by developing the skills base of the local community and securing commercial contracts with the objective of becoming a self-sustaining Noongar community directed provider of commercially viable services.

    Shared Responsibilities

    The Armadale Noongar Corporation will:
    • provide leadership through cultural authority;
    • provide culturally appropriate mentoring and support for participants through their training and into subsequent employment, further education and development activities;
    • promote the benefits of remaining in formal education and training to the parents, carers and young people of the community.

    Families will:
    • encourage participation in the project and completion of training to at least Certificate 2 standard;
    • provide on-going support for participants through training and into employment;
    • encourage further learning by participants and support initiatives of this project; and
    • ensure the school age young people of the Armadale Indigenous Community remain in education or training.

    Individuals will:
    • consistently attend all training delivered as part of the Agreement;
    • engage constructively with their trainers and mentors;
    • actively seek out opportunities for learning; and
    • be available for employment opportunities either with ANC through its commercial activities or with ANC assistance, in the open employment market.

    The Department of Employment and Workplace Relations has proposed a contribution $180,000 for the provision of wage subsidies for the initial participants while they remain in the program and acquire the job skills and experience relevant to achieving employment.

    Indigenous Business Australia has proposed a contribution of $30,000 to support the ANC consolidate a self-sustaining employment base, and the Office of Aboriginal Economic Development has proposed a contribution of $30,000 as 'top up' funding to retain a business mentor to assist ANC leadership in management development and securing commercial contracts.

    The Department of Planning and Infrastructure has proposed an in-kind contribution, leasing the Bedfordale property to the ANC on a peppercorn basis, the Department of Education and Training has proposed a contribution of $144,000 to fund Swan TAFE to provide accredited course material and accredited supervisors to assess participant competencies during the term of the project and World Vision Australia has proposed a contribution of $265,000 to cover the project managers salary, materials and equipment and a vehicle for the project centre.

    This funding is subject to the parties entering into a legally binding funding agreement.

    Performance Indicators and Feedback Mechanisms

    The SRA provides for quarterly reporting by the ANC and DEWR on the number and value of contracts and number of participants secured by the ANC for its workforce, the number of participants continuing in employment 26 weeks after completing the first phase of fully subsidised training and the number of participants resulting in full time employment. It also provides for reporting by Swan TAFE supervisors on participants' competencies and the number of participants who pass training and the number and type of certificates achieved in each phase.

    Senior representatives of the Armadale Noongar Corporation, the Australian Government, the Government of Western Australia and World Vision Australia will meet quarterly to review progress and resolve emerging issues with the object of assisting the indigenous community, through the ANC.
