| The Memorandum of Understanding (MOU) between the Murray Lower Darling Rivers Indigenous Nations (MLDRIN) and Murray-Darling Basin Commission (MDBC) is an agreement to enable MLDRIN's participation 'in the management of the natural resources of the Murray and Darling River valleys below the Menindee Lakes Storage' (MOU 2006). The Chairman of MLDRIN, Mr Matthew Rigney, has said that the MOU 'signifies the formalisation of Indigenous involvement in the programs and projects of the Murray Darling Basin Commission' (MDBC 2006). The MOU was negotiated over four years (Senate 2006, 52). It was signed by the President of the MDBC and authorised representatives of the Indigenous nations at a ceremony near Albury, New South Wales, in March 2006. | ||

| Purpose The purpose of the MOU is to enable the parties to: • recognise their shared interests and goals; • establish a collaboration framework; • develop dialogue processes with Indigenous nations; and • ensure that Indigenous nations' traditions are part of policy development with regard to natural resource management in the Murray and Darling River valleys. The parties also agree to create mechanisms and processes for achieving the goals of the MOU. Relationship between the parties MLDRIN and MDBC have agreed to establish a cooperative relationship, so that the use of the natural resources of the Murray and Darling River valleys will respect and benefit the cultural heritage of the Indigenous nations. Responsibilities of the parties Under the MOU, MDBC is responsible for providing a forum for Indigenous nations to discuss issues in natural resource management, providing resources to MLDRIN and the Indigenous nations in relation to their roles under the MOU and providing relevant information, expertise and data in natural resource management. MLDRIN is responsible for promoting Indigenous nations' participation, facilitating cooperation between Indigenous nations and the government, promoting issues that are of common concern to Indigenous nations and establishing interaction processes that are respectful of traditional communication methods. The MOU also requires the development of general frameworks and processes to enable the parties to reach understandings in relation to issues such as engagement in natural resources management, cultural heritage and social and economic outcomes. Review The MOU is to be reviewed three years after the date of signing (that is, March 2009). | ||
