The Kalumburu 'Kalumburu Store' Shared Responsibility Agreement (SRA) is an agreement between the Kalumburu Indigenous Community, the Commonwealth Government, the Western Australian Government and Westpac Banking Corporation. Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. For more information see 'Shared Responsibility Agreement' below. Purpose The SRA aims to provide support for the re-opening of the Kalumburu community store. In doing this, it will provide employment, training and profits to community members; ensure that the community is provided with healthy food alternatives; and provide goods with appropriate labelling for diabetics. The SRA states that a five-year business plan is to be developed for the new store, an independent director appointed and a $250,000 commercial loan obtained from Westpac, with Indigenous Business Australia (IBA) acting as guarantor. The new store will also repay creditors of the previous store's owner, Kwini Holdings, from the first three years' profits.
