Detailed Information:
The Kalumburu 'Kalumburu Store' Shared Responsibility Agreement (SRA) is an agreement between the Kalumburu Indigenous Community, the Commonwealth Government, the Western Australian Government and Westpac Banking Corporation. Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. For more information see 'Shared Responsibility Agreement' below. Purpose The SRA aims to provide support for the re-opening of the Kalumburu community store. In doing this, it will provide employment, training and profits to community members; ensure that the community is provided with healthy food alternatives; and provide goods with appropriate labelling for diabetics. The SRA states that a five-year business plan is to be developed for the new store, an independent director appointed and a $250,000 commercial loan obtained from Westpac, with Indigenous Business Australia (IBA) acting as guarantor. The new store will also repay creditors of the previous store's owner, Kwini Holdings, from the first three years' profits. Shared Responsibilities The Kalumburu community will: appoint an independent director to the store; administer and manage the new store lease; and select directors who will be involved in high-level decisions regarding the store, and who will undergo governance training. Families and individuals will: pay off all debts to the Kwini Holdings store; abide by the 'no book-up' rule, and agree that all threats or attempts to influence store workers will be dealt with by the Governing Council; allow cases of theft or store vandalism to be dealt with by the police or a circle sentencing arrangement; and fill out customer surveys so that the store can better service the community. The funding of the SRA is subject to the partners entering into a legally binding funding agreement. Performance Indicators and Feedback Mechanisms The SRA provides for the following performance indicators: the ICC Field Officer will report bi-annually on the range and labelling of health options that are available; and the Store Manager will report once on the store's gross return. The feedback mechanisms and SRA monitoring strategies include: all members of the Governing Council will have access to the terms of this SRA; staff on quarterly field visits from the Kununurra ICC will be present for store performance reports; the Health Clinic will monitor health outcomes for the community of having access to healthier food; the store will present its accounts monthly to the Directors, Governing Council, Kwini Holdings creditors, Kununurra ICC and members of the community while Kwini's debts remain unpaid. The Kalumburu Council will provide quarterly reports on the progress of the store, which will include details of its financial status; progress against performance indicators; progress on community member's meeting their debts to Kwini Holdings; status of stocktakes and diabetic labelling system.
