The Woorabinda 'Timber Products' Shared Responsibility Agreement (SRA) is an agreement between the Woorabinda Indigenous community, the Commonwealth Government, Anglo Coal Australia Pty Ltd and Central Queensland Indigenous Development Ltd. Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. Purpose The SRA aims to increase the number of Woorabinda residents who are in work, thus increasing community capacity and aiding community growth. Specifically, the SRA proposes to develop a timber products enterprise which it is hoped will "showcase local products and achievements to foster a sense of pride and accomplishment". Shared Responsibilities The Woorabinda community will: Families and individuals will: The Commonwealth Government, through the Office of Indigenous Policy Coordination, proposes to contribute $100,000 to extend the furniture construction area. In addition, $183,000 will be provided through the Department of Employment and Workplace Relations for wages for the enterprise. Anglo Coal Australia Pty Ltd proposes to provide in-kind expert support, including: Central Queensland Indigenous Development Ltd proposes to provide in-kind support, specifically: The funding of the SRA is subject to the partners entering into a legally binding funding agreement. Performance Indicators and Feedback Mechanisms The SRA provides for the following performance indicators, to be provided quarterly by the Coordinator: 1. Production and sales figures; 2. Number of Indigenous people employed and trained in the enterprise. The feedback mechanisms and SRA monitoring strategies include quarterly reports on the progress of the enterprise, to be provided to the Partner Group, and the Rockhampton Indigenous Coordination Centre Manager, who will then provide feedback. According to Anglo Coal Australia's parent company press release, this SRA represents 'the first to involve a mining company or a private sector partner in this way.' Anglo Coal Australia's Callide and Dawson mines are located in the same area as the Woorabinda community (Anglo American press release). |
