    Summary Information:
    The Gnardumunn 'Cultural Tourism Business Activity' Shared Responsibility Agreement (SRA) is an agreement between the Office of Indigenous Policy Coordination (OIPC), Indigenous Business Australia (IBA) and the Gnardumunn Community for increased economic independence through the development of community cultural tourism opportunities.

    Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding.     Detailed Information:
    Purpose

    The SRA aims to provide a sustainable economic base for family members to become self-sufficient and to share cultural learning with both Indigenous and non-Indigenous visitors. At the same time, it aims to encourage people to move from passive welfare to active engagement in the workforce. It also aims to pass on cultural skills to the younger generation in the hope that it will aid in building self-esteem and respect for culture.

    Shared Responsibilities

    Communities will begin a transition from CDEP towards real employment outcomes by:
  • developing CDEP work plans to complement and support training and skill-building opportunities;
  • ensuring participation in the construction of the kitchen and ablution block;
  • maintaining the kitchen and ablution block through income generated by the tourism activities; and
  • develop activities that promote and teach non-indigenous visitors about Indigenous language, culture, traditional hunting and cooking methods, story telling and traditional dance.

    Individuals will:
  • complete formalized training in accredited courses relevant to tourism and business development;
  • contribute financially to the project; and
  • maintain the facilities.

    Elders will:
  • share cultural song and dance with young people and non-indigenous visitors;
  • pass on skills in making artefacts
  • actively participate in tours with visitors.

    The Office of Indigenous Policy Coordination has proposed a contribution of $38,000 to provide start up funding for building equipment, concrete, a pre-fabrication ablution block and the communal kitchen.

    In addition, Indigenous Business Australia has proposed a contribution of $35,000 for the completion of a business plan for the project.

    This funding is subject to the partners entering into a legally binding funding agreement.

    Performance Indicators and Feedback Mechanisms

    The SRA provides for six monthly reporting to be provided by the Gnardumunn Community on the number of tourist clients and their satisfaction levels as noted in the visitor book.

    It also provides for quarterly meetings between the community and the Broome ICC to report on progress in matters relating to agreed baseline information and community obligations.
