    Summary Information:
    The Coonabarabran 'Family Violence Prevention Initiatives' Shared Responsibility Agreement is an agreement between the Office of Indigenous Policy Coordination (OIPC), the Department of Communications, Information Technology and the Arts (DCITA), the Department of Families, Community Services and Indigenous Affairs (FaCSIA) and the Coonabarabran Indigenous Community for the introduction of the 'Black on Track' program, a service which covers family violence prevention and connection to culture.

    Shared Responsibility Agreements are agreements between Indigenous communities and governments to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding.     Detailed Information:
    Purpose

    The SRA aims to create safer family and community environments and to re-engage Indigenous youth with traditional culture, increase self esteem and provide opportunities for skills development through the provision of culturally appropriate services and programs for young people.

    Shared Responsibilities

    The Coonabarabran Indigenous Community will:
  • develop a community action plan and family violence strategy;
  • identify males to participate in the Black on Track program; and
  • arrange for community volunteers to organise youth activities.

    Families and individuals will:
  • participate in the Black on Track Program;
  • assist with youth activities and undertake appropriate clearances for working with children and young people;
  • take part in the development of the community action plan and family violence strategy; and
  • provide mentoring support to local youth.

    The Office of Indigenous Policy Coordination has proposed a contribution of $20,000 to engage a facilitator or consultant to assist in the development of a community and family violence plan. The Department of Communications, Information Technology and the Arts has proposed a contribution of $6,000 to assist with educational and cultural resources for the purpose of youth activities. The Department of Families, Community Services and Indigenous Affairs has proposed a contribution of $30,000 to fund the 'Black on Track' program as a 10-12 week trial.

    This funding is subject to the partners entering into a legally binding funding agreement.

    Performance Indicators and Feedback Mechanisms

    The SRA provides for quarterly reporting by the Gabinya CDEP and the Coonabarabran Community Working Party on the level of community participation in youth activities, the number of community participants in the action planning and the number of male participants in the 'Black on Track' program. It also provides for two way feedback between the community working party and the Wagga Wagga ICC through quarterly reporting and regular meetings.
