| The Larrakia Nation 'Lyons Community' Shared Responsibility Agreement is an agreement between the Department of Employment and Workplace Relations, the Department of Communications, Information Technology and the Arts, the Office of Indigenous Policy Coordination, the Batchelor Institute of Indigenous Tertiary Education and the Larrakia Nation Aboriginal Corporation for the development of a local art site in the newly developed Lyons housing subdivision. Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. | Purpose The SRA aims to lift the standard and quality of Larrakia artworks in order to improve the sale of artwork and generate greater economic income for the community. It also provides for art workshops at the local high school to connect young people with culture, and address the needs of 'at risk' children by selecting them to participate in the art project. Shared Responsibilities The Department of Employment and Workplace Relations has proposed a contribution of $232,080, of which $70,312 will be allocated to the business strategy and $184,000 to the artists. The Department of Communications, Information Technology and the Arts, has proposed a contribution of $123,610, including: The Office of Indigenous Policy Coordination has proposed a contribution of $213,601, including: The Batchelor Institute of Indigenous Tertiary Education has proposed an in-kind contribution by extending the time the Batchelor Tutor will spend with the project. Canberra Investment Corporation/Defence Housing Australia has proposed a contribution of $553,810, of which $165,400 has already been spent on a public art and the design project, $60,400 has been allocated for earthworks and $315,000 for additional contracts to cover the Larrakia for the life of the building project. The Jumabana Group has proposed a contribution of $17,760, of which $6,480 will be allocated to school workshops and $11,280 to Larrakia Art Centre consultancy. The SRA provides that Larrakia Nation Aboriginal Corporation will provide joint facilitation and administration of the project with the Jumbana Group to assist artists and youth with professional development and the delivery of the required project outcomes. They will also work with the community to increase business acumen and skills in the retail sector.
