    Summary Information:
    The Pinjarra Aboriginal Women's Group 'Deadly Koorlingka Breakfast Club and MOASH' Shared Responsibility Agreement (SRA) is an agreement between the Attorney-General's Department, the Office of Indigenous Policy Coordination (OIPC), the Department of Education and Training, Lotterywest, the Community Development Foundation and Fairbridge Western Australia Inc (Fairbridge).

    It provides for the construction of a demountable 'MOASH' multi-purpose facility in the grounds of the Pinjarra Primary School that can accommodate a 'Walk Right In Breakfast Club' with appropriate catering facilities, and also serve as a training facility for TAFE courses and community development activities.

    The MOASH concept uses buildings provided by the Western Australian Department of Agriculture to house a range of different community development initiatives. 'Walk Right in Breakfast Programs' provide breakfasts to children at school to ensure they are well nourished and thereby improve educational outcomes.

    Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding.     Detailed Information:
    Purpose

    The SRA aims to facilitate brighter futures through education and employment outcomes for the women and young people of the Pinjarra community. Over time, it is hoped this agreement will contribute to more positive community engagement with the education system - leading to improved numeracy and literacy levels and reductions in truancy, early exits from education, domestic violence and substance abuse.

    Shared Responsibilities

    The Community will:
  • continue to meet regularly to plan activities and services for school aged children which divert their young people from adverse contact with the criminal justice system by encouraging and assisting children to stay in school;
  • commit to and participate in the MOASH initiative on a voluntary capacity; and
  • attend the breakfast club and participate in other activities at the site.

    Individuals/families will:
  • ensure that their school age children attend classes;
  • actively support and encourage young people to remain in school until year 12;
  • contribute voluntary service to the operations of the breakfast club;
  • operate and staff a voluntary roster of playground supervisors to enable fellow parents and carers to participate in training offered at the facility out of breakfast club hours;
  • show a commitment to learning by enrolling in MOASH based training courses; and
  • show a commitment to economic advancement by seeking employment placements auspiced by Fairbridge.

    The Attorney-General's Department has proposed a contribution of $5,000 for the design of a Prevention and Diversion program to be delivered on site.

    The OIPC has proposed a contribution of $85,000, with 50% going to the construction of the facility and 50% covering support services for the Community Development Foundation.

    The Western Australia Department of Education and Training has proposed a contribution of $33,000 for site works and support services, and an in-kind contribution of space within the Pinjarra Primary School.

    The Community Development Foundation has proposed in-kind support services, and Fairbridge has proposed an in-kind contribution in the form of work experience opportunities for men and women working with the Community Development Foundation. This work may include building maintenance, vehicle maintenance, Landcare, hospitality, grounds keeping and housekeeping.

    This funding is subject to the parties entering into a legally binding funding agreement.

    Performance Indicators and Feedback Mechanisms

    The SRA provides for quarterly feedback to be provided by the Pinjarra Primary School on the number of Indigenous children enrolled in kindergarten, and the number of Indigenous children enrolled in primary school. It also provides for six monthly reporting by the Western Australia Department of Training on the number of Indigenous Students enrolled in TAFE courses.

    In addition to this, the Community Development Foundation will provide quarterly progress reports to the ICC on commissioning of the MOASH structure, and the breakfast club's commencement, operation and participation levels. It will also facilitate communications between the Department of Education and Training, Fairbridge and the Perth ICC through regular meetings and monthly reports.
