| The Launceston 'TACCA - Children's Health and Wellbeing' Shared Responsibility Agreement (SRA) is an agreement between the Tasmania Aboriginal Child Care Association (TACCA), the Australian Government and the Cancer Council Tasmania. It provides for funding and resources for the provision of a sheltered, safe outdoor play area for children and the provision of information to families about child health, wellbeing and development. Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. | Purpose The SRA aims to address the community-identified priority of children's health, wellbeing and development, including outdoor play. It builds upon the ongoing commitment demonstrated by the staff of TACCA to improving outcomes for Aboriginal children in their care and to increasing parental involvement. Shared Responsibilities The community, families and individuals will: • provide access to sheltered, safe outdoor play areas; • ensure children are aware of sun safety, and that they participate in Sun Safe Program activities; • ensure that children attend child care equipped with hats; • participate in Sun Safe Awareness activities and information sessions at TACCA; and • apply Sun Safe and newsletter information in the home. TACCA will: • obtain accreditation in the Cancer Council's Sun Smart Program, and provide copies of the accreditation to all SRA partners; • continue to supply hats and sunscreen; • conduct Sun Smart awareness activities which include families; • host six corresponding information sessions with invited speakers over a twelve-month period for families; • distribute Sun Smart information for use in the home; and • (with support from the child heath nurse and the Department of Education Aboriginal Early Years Liaison Officer), produce and distribute six child health and development focused newsletters over a twelve month period. The newsletters will cover issues such as head and skin health, sun safety, first aid, medications, immunization, nutrition and early childhood literacy and numeracy. Copies will be provided to both FaCSIA and the Hobart ICC. The Department of Families, Community Services and Indigenous Affairs (FaCSIA) has proposed a contribution of $11,110 towards a shade sail. The Office of Indigenous Policy Coordination has proposed a contribution of $1,800 towards funding of information sessions and a printer for newsletter production. The Cancer Council Tasmania has proposed an In-Kind contribution of promotional material and accreditation for TACCA. The Hobart ICC will be in quarterly contact with TACCA, commencing three months after the signing of the SRA. It will also make bi-annual field visits to TACCA. The funding of the SRA is subject to the partners entering into a legally binding funding agreement. Performance Indicators and Feedback Mechanisms The SRA provides for the half-yearly assessment by the TACCA Manager of the following performance indicators: • positive outcomes from the bi-monthly information sessions; • production of newsletters with relevant content; and • uptake of outdoor activities program. The TACCA Administrator will report quarterly to the relevant Hobart ICC about the take-up of community and family obligations. The ICC will in turn provide reporting notes to FaCSIA. The TACCA, the Cancer Council and Aboriginal families are encouraged to provide feedback directly to the Hobart ICC. | ||
