    Summary Information:
    The Port Augusta/Davenport 'Youth' Shared Responsibility Agreement is an agreement between the Department of Communications, Information Technology and the Arts, the Attorney General's Department, the Office of Indigenous Policy Coordination, the Office of Upper Spencer Gulf, Flinders Ranges and Outback and the Strategic Youth Partnerships (SYP) Steering Group. It provides for the conduct of an audit of youth services in Port Augusta and Davenport communities, to be used to improve coordination amongst relevant groups, including services providers, funding and policy agencies.

    Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding.     Detailed Information:
    Purpose
    The SRA aims to provide opportunities for youth development and leadership and ensure a safer and more harmonious community.

    Shared Responsibilities
    Communities will:
  • support and promote the effectiveness of the SYP steering group;
  • advise on gaps and overlaps in existing services;
  • contribute to the audit process by providing information and recommendations to the audit project;
  • facilitate meetings and other information sessions relating to the audit; and
  • ensure community organisations and community based service providers actively support and assist the audit strategy and process.

    Individuals and families will:
  • advise on gaps and overlaps in existing services and activities, and suggest improvements to existing arrangements;
  • actively support and assist the audit process and attend meetings and information sessions;
  • contribute advice and information to the audit as required; and
  • cooperate with their community organisations and service providers in assisting the audit process.

    At a federal level, the Department of Communications, Information Technology and the Arts has proposed a contribution of $10,000 to fund an external audit of existing youth services and activities, including sport and recreation. The Attorney General's Department has proposed a contribution of $10,000 to help identify gaps in youth services and effective diversionary programs, including making recommendations on improved coordination and program delivery. The Office of Indigenous Policy Coordination has proposed a contribution of $5,000 to contribute to the costs associated with convening roundtables focused on youth input into the Strategic Youth Partnerships Steering Group.

    The Office of Upper Spencer Gulf, Flinders Ranges and Outback, a state government agency, has proposed an in-kind contribution in the form of secretariat support for the steering committee. Strategic Youth Partnerships Steering group has proposed to convene a roundtable aimed at better coordination and management of current youth services.

    This funding is subject to the partners entering into a legally binding funding agreement.

    Performance Indicators and Feedback Mechanisms
    The SRA provides for quarterly feedback from the Port Augusta Youth Centre and Strategic Youth Partnerships Steering Committee on the current status of youth service coordination, and the number of projects directed in line with audit recommendations. It also provides for quarterly reporting to the ICC from the SYP Steering committee on agreed outcomes.
