| The Ceduna 'Ceduna, Kooniba and Yalata Culture Camp' Shared Responsibility Agreement (SRA) is an agreement between the indigenous community in and around Ceduna and the Australian and South Australian governments. It provides for the funding and resources for a program of two �Culture Camps� (one for males, and one for females) for 40 � 50 students aged 11 � 15 which will be facilitated by indigenous leaders, aboriginal health workers, aboriginal education workers, teacher and parents. Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. | Purpose The SRA aims to promote cross cultural understanding and relationships to both indigenous and non-indigenous teenagers through mentoring, buddy partnerships and team building. Students will be drawn from Koonibba, Ceduna and Yalata, and the camps will be closely linked with the Ceduna Areas Schools Aboriginal Studies Program which incorporates language and culture studies. Shared Responsibilities The community and individuals will: � identify participants from the Community Development Employment Projects (CDEP) Programme who will support the camps; � plan the activities and the personnel involved and supporting the camps; � ensure volunteers will undertake appropriate clearances for working with children and young people; � facilitate planning and preparation activities; � fund raise and contribute funds to minimise camp expenses; � attend governance training workshop hosted by Ceduna Area School which aims to encourage active participation in policy development and decision making. To be eligible to attend the camp, students will need to maintain an attendance rate of 75%. Student camp participants will also record the camp on video to share with their families and other participants. In return, the Commonwealth Government, through the Department of Education, Science and Training, has proposed a contribution of $10,000 towards the staff costs of the camps. The South Australian Government, through the Department of Education and Childrens Services, has proposed a contribution of $5,000 towards the costs of holding the camps and transport. The funding of the SRA is subject to the partners entering into a legally binding funding agreement Performance Indicators and Feedback Mechanisms The SRA provides for quarterly meetings to be held with the Parents in Partnership committee, the principals of each of the schools and the Ceduna Indigenous Coordination Centre. In addition, a Parents in Partnership committee representative will report to the school governing council on the participation rates and outcomes of the culture camps and the Aboriginal Studies program on a quarterly basis. The Ceduna Area School will monitor the attendance and retention rates at school and camps and also the reduction in student behaviour management issues. | ||
