    Summary Information:
    The parties to this Memorandum of Understanding ('MOU') are the Indigenous Land Corporation (ILC), Central Land Council (CLC), Northern Land Council (NLC), Northern Territory Cattlemen's Association (NTCA), Northern Territory Government (specifically, the Department of Business, Industry and Resource Development ['DBIRD'] - now the Department of Primary Industry, Fisheries and Mines ['DPIFM']) and Commonwealth Department of Employment and Workplace Relations (DEWR). It was signed on 19 August 2006, during the Gurindji Freedom Day celebrations, and has a five-year duration.

    The MOU forms the basis for the Indigenous Pastoral Program (IPP) in the Northern Territory, which aims to increase cattle on Indigenous-owned land and enhance Indigenous participation in the pastoral industry (see NTCA 2006).

    It replaces and builds upon the three-year MOU signed in 2003 between the ILC, CLC, NLC and Northern Territory Government.
    Detailed Information:
    The CLC Director, David Ross, believes that 'this is the first time that we have ever stood together in a spirit of cooperation and equity with the other significant shareholders in land in the Northern Territory - the pastoralists' (CLC 2006).

    The partners in the IPP 'will contribute a combined total of more than $3 million ... worth of resources per year to the [IPP]' (Common Ground 2007, 14).
