| The Gerard 'Establishing a Breakfast Club' Shared Responsibility Agreement (SRA) is an agreement between the Office of Indigenous Policy Coordination (OIPC), South Australian Child, Youth and Family Services (now Families South Australia), Anglican Community Care Incorporated and the Gerard Indigenous Community. It provides for the establishment of a breakfast club for children and youth in Gerard. Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. | Purpose The SRA aims to ensure the wellbeing of the children and youth of Gerard by encouraging parents and families to develop closer and more positive relationships with their children and with the broader community. The breakfast club will also be linked to other projects, including the homework centre and kids' club, in the hope that greater community participation will be fostered by families' involvement in the breakfast club. Shared Responsibilities Communities will: • establish a roster of volunteers to organise the breakfast program, plan menus, purchase supplies and clean up; and • ensure the breakfast is a balanced diet with proper nutritional value. Families/individuals will: • actively participate in the program on a voluntary basis and in support of their children; • volunteer for the roster; and • encourage healthy eating practices, and ensure their children attend. The OIPC has proposed a contribution of $3,000 for the establishment of a breakfast program for the children and youth of Gerard, and the provision of equipment/games for a Kids Club to improve literacy and numeracy. South Australian Child, Youth and Family Services (now Families South Australia) has proposed a $5,000 contribution to the ongoing costs of running the Breakfast Club over a one year period. Anglican Community Care Incorporated has proposed a $1,000 contribution to the ongoing costs of running the Breakfast Club over a one year period. This funding is subject to the partners entering into a legally binding funding agreement. Performance Indicators and Feedback Mechanisms The SRA provides for quarterly reporting by the Gerard Reserve Council on the number of children attending the breakfast program as well as the number of parents working on the program. It also provides for monitoring of youth participants' feedback and financial accountability, access and use of the projects and specific outcomes, such as school attendance and children/youth wellbeing. | ||
