    Summary Information:
    The Circular Head 'Community Bus' Shared Responsibility Agreement (SRA) is aimed at improving the strength of the community by providing a 'reliable, affordable and accessible transport service'. It also hopes to provide training and employment opportunities to the local community.

    Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding.     Detailed Information:
    Purpose

    This SRA aims to fill a current community need, namely that of adequate public transport. The current situation means that those who live in this remote and isolated region have had to rely on the private vehicles of Circular Head Aboriginal Corporation (CHAC) staff in order to participate and attend local programs and services.

    Shared Responsibilities

    CHAC will provide $1000 to fund driver training so that community members achieve the requisite driver certification to drive the community bus. They will also:
  • put $2200 towards insurance and maintenance of the vehicle;
  • establish a bus committee to direct both its use, and its future planning;
  • conduct, with TAFE, certificate 1 courses in automotive maintenance;
  • draw up a timetable for the community bus in consultation with community members;
  • coordinate with local schools, who will also be using the bus;
  • impose appropriate fares and charges for use of the bus. This money will go towards bus maintenance, insurance and repairs.

    Families and individuals will:
  • participate in driving and maintenance training, thus building up the community's skill base;
  • keep the bus clean and in good working order;
  • utilise the community bus and pay the associated fares;
  • apply to appropriate agencies for reimbursement of travel expenses (eg CDEP workers receive a travel allowance); and
  • participate in other CHAC programs.

    The Commonwealth Government, through the Office of Indigenous Policy Coordination (OIPC), proposes to provide $35,000 for the 12-14 seater bus. The Circular Head Council will contribute $10,000 to be put towards insurance, petrol and maintenance. In addition, Jackson Motor Company will give the community a discount on the purchase of the bus in exchange for certain extras that CHAC has already purchased.

    The funding of the SRA is subject to the partners entering into a legally binding funding agreement.

    Performance Indicators and Feedback Mechanisms

    The performance indicators provided by this SRA include stipulating that CHAC will regularly provide details including: the number of people using the community bus; the income generated from bus operation; and the number of volunteer drivers trained and licensed.

    In addition, CHAC staff will be in regular contact with the Hobart Indigenous Coordination Centre (ICC) for feedback, as will members of the bus committee. Circular Head Council will also monitor the funding that they will provide under the normal Community Small Grant guidelines.
