| The Peppimenarti 'Developing an art industry in Peppimenarti' Shared Responsibility Agreement (SRA) is an agreement between the Peppimenarti Community and the Australian Government. It provides for the funding and resources for the employment of an arts coordinator to assist in the development of a proposed art venue and a business and marketing plan for Peppimenarti Arts. Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. | Purpose The SRA aims to address the community-identified priority of preserving the traditional arts of the Central Daily district by establishing a sustainable, community controlled art industry. Shared Responsibilities The Department of Communications, Information Technology and the Arts had proposed a contribution of $74,000 towards the employment of an art coordinator, while Indigenous Business Australia has proposed a contribution of $35,000 towards the development of a business and marketing plan. In addition, the Office of Indigenous Policy Coordination has proposed a contribution of $157,000 toward the operational costs of the arts centre and capital costs for demountable accommodation. The Department of Families, Community Services and Indigenous Affairs is also supporting the SRA (Senate Inquiry, 2007). In return for the funding, the community and individuals will host and provide support for the coordinator, as well as assist in the development of the business and marketing plan and the Peppimenarti Art Committee. Artists, families and individuals will provide art works to the program and commit to engaging in the planning workshops, while the artists will teach children traditional arts and craft one afternoon at the Peppimenarti School. The Association of Northern Kimberley and Arnhem Artists will assist with recrutiment, technical and marketing advise. The funding of the SRA is subject to the partners entering into a legally binding funding agreement. Performance Indicators and Feedback Mechanisms The SRA provides for ongoing liaison between the Peppimenarti Art Committee, the community council and the Australian Government partners. This will include the regular provision of financial, operational and general reports to the Darwin Indigenous Coordination Centre and other partners. | ||
