| The Wagga Wagga 'Black Suns - Youth' Shared Responsibility Agreement (SRA) is an a agreement between the Wagga Wagga Indigenous community, the Australian Government and the Wagga Wagga City Council. The agreement provides the funding and resources for the establishment of a Youth Committee to advise a Working Party on youth issues, the development of a youth action plan and the organization of regular crime prevention activities for youth. Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. | Purpose The SRA aims to address the community-identified priority of youth drug and alcohol misuse in the community. Through Black Suns Inc, the community has been working hard to attend to the needs of youth. Shared Responsibilities The Office of Indigenous Policy Coordination has proposed a contribution of $15,000 towards the funding of events for the opening of the Wagga Wagga Youth Centre, while the Attorney-General's Department, through the National Community Crime Prevention Program, has proposed a contribution of $50,000 towards arts, crafts, workshops and sporting activities. In addition, the Department of Communications, Information Technology and the Arts has proposed a contribution of $5,000 towards the arts and crafts materials. The Council of the City of Wagga Wagga has proposed an In-Kind contribution of three years of free lease on the Youth Centre. In return for the funding, the community will form a Youth Committee to report to the Community Working party on a regular basis, while the Black Suns Inc will coordinate the youth activities and meet regular with the Youth Committee. In addition, community members will provide voluntary assistance and ensure youth participation. Elders, through groups such as the Indigenous Elders group, may provide assistance to youth on traditional activities. The funding of the SRA is subject to the partners entering into a legally binding funding agreement. Performance Indicators and Feedback Mechanisms The SRA provides for ongoing liaison between the Community Working Committee and the Wagga Wagga Indigenous Coordination Centre, which include monthly community reports. Partners to the SRA will monitor indicators such as the level of community participation, and the Black Suns Inc will provide periodic performance reports to funding agencies. | ||
