The Partnership Agreement between the Aboriginal and Torres Strait Islander Arts Board (ATSIAB) and the Many Rivers Regional Council (MRRC) was signed on 25 September 2002. The Agreement aims to establish a framework for cooperation between the two organisations. It also involves a pooled funding arrangement, whereby each party contributes $50,000 to an 'Arts Development Small Grants Program'.

Chairperson of the MRRC, Jimmy Budd, said that the Agreement would 'assist with the production of works of art for public display and sale, the development of arts skills such as management, planning and marketing, [and] the recognition, promotion and presentation of Indigenous arts' (Australia Council 2002).
