| The Davenport, Umoona and Nepabunna Regional Partnership Agreement (RPA) was agreed between the Northern Regional Development Board (NRDB) together with Commonwealth government agencies and various resources sector parties in December 2006. The purpose of this agreement was to facilitate the integration of the NRDB with indigenous communities in the northern part of South Australia. The Davenport, Umoona and Nepabunna Regional Partnership Agreement has now expired. | ||

| As stated in a media release dated 17 January 2007 by the NRDB, the signing of the Davenport, Umoona and Nepabunna Regional Partnership Agreement (RPA) is a 'historic' development that seeks to benefit the participating communities 'by working closely...to match their skills with the opportunities currently emerging' in the resources and tourism sectors' (1). While the full text of this RPA is not available online, publications by the NRDB and other bodies indicate that its provisions largely relate to the following areas: Community representation As stipulated in a Northern News article published by the NRDB in January 2007, a key achievement of the Davenport, Umoona and Nepabunna RPA is that it allows the relevant indigenous communities to elect a representative onto the Board. This enables these communities to have a direct influence on the activities and priorities of the NRDB. Furthermore, this RPA allocates a seat on the NRDB to the Port Augusta Indigenous Coordination Centre, which is a Commonwealth government agency. Community Economic Development Plans Another key aspect of this RPA is its provision for the formulation of eight individual Community Economic Development Plans, which are designed to explore and enhance indigenous tourism and economic opportunities in northern South Australia. These plans were developed following extensive consultation regarding the strengths, long-term goals, opportunities and potential obstacles affecting individual communities. They contain numerous strategies to bolster training, employment and business development opportunities in these areas, which largely revolve around the tourism, bush foods and mining sectors.
