Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. For more information see 'Shared Responsibility Agreement' below.
    Detailed Information:
    Purpose

The SRA provides funding to undertake repairs and maintenance of eight houses at Wanda Ngula outstation, as well as to tidy up around the outstation more generally, as a preliminary measure to the development of a sustainable tourism venture. This is intended to both improve employment opportunities at the outstation and provide an additional source of revenue, as well as provide a marketing outlet for local artists.

    Shared Responsibilities

The Department of Families, Community Services and Indigenous Affairs (Cth) proposes to provide $16,000 for materials to paint and clean eight houses.

The members of the Wanda Ngula community will provide labour to paint and clean the houses and remove rubbish from the community, and commit to improve the attendance rates of children at primary and secondary schools.

The Mabunji Aboriginl Resource Centre agrees to administer the funds and provide supervision and material for maintenance.

    Performance Indicators and Feedback Mechanisms

Financial reporting and supervision of housing maintenance is to be provided by Mabunji Aboriginal Resource Centre.

The homelands school will monitor attendance of primary school students. The Wandangula management committee will oversee the tourism enterprise.

Katherine Indigenous Coordination Centre (ICC) officers will communicate with the management committee on a weekly basis during the initial stage (of eight weeks), and conduct a physical inspection at the end of each month. ICC officers will also meet with the management committee after the second month to discuss progress made.
