    Summary Information:
    The Djugarargyn Aboriginal Corporation 'Promoting Functional and Resilient Families' Shared Responsibility Agreement (SRA) was agreed between the Djugarargyn Indigenous Community, the Department of Families, Community Services and Indigenous Affairs (FaCSIA) and the Djugarargyn Aboriginal Corporation on 19 June 2007. The SRA aims to provide greater opportunities for treatment of youth at risk, and in particular young women at risk.

    Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. For more information see 'Shared Responsibility Agreement' below.
    Detailed Information:
    Purpose

    The SRA notes that there has been a recent spate of youth suicides, and that the Djugarargyn community does not have discreet, culturally appropriate mental health services in its proximity. Young people with severe mental health problems are often referred to Perth or Darwin for medical intervention. This SRA will provide:

    1. Diversionary/life skills program;
    2. Youth camp/leadership development program; and
    3. Emergency accommodation support program.

    Shared Responsibilities

    The community will:
  • Promote and use diversionary activities for young people at risk;
  • Financially contribute to the services through the community's 'chuck-in' system, and possibly pay a fee for the services;
  • Have regular meetings with police, youth workers, other relevant agencies to address youth issues;
  • Volunteer as mentors; and
  • Ensure that school aged young people are enrolled and attending school.

    The Australian Government, through FaCSIA, will provide $46,000 for the purchase and construction of two eco tents to use for the youth camps. The Djugarargyn Aboriginal Corporation will also contribute $3000 towards the cost of these tents.
