The Geraldton 'Geraldton Comprehensive Youth Program' Shared Responsibility Agreement (SRA) was developed between the Geraldton Indigenous Community, the Australian Government, the Geraldton Regional Aboriginal Medical Services, the Geraldton Family Advocacy Service and the Geraldton Streetwork Aboriginal Corporation on 29 January 2007. The SRA aims to support youth at risk services and family support networks in order to aid young people to reengage with education and employment; divert young people from the criminal justice system; and strengthen young people's cultural awareness through cultural and art activities. Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. Purpose The SRA notes that unemployment rates are very high for indigenous people in the Midwest, and that indigenous young people are often faced with limited employment opportunities. Specifically, this SRA would: 1. Fund a Youth Night Outreach Program; 2. Establish culturally appropriated diversionary activities for young people that will focus on building self-esteem, addressing issues of substance abuse and conducting employment-geared activities including farm management and skills. 3. Set up a family counselling program at the Family Centre at Gunnado Farm; 4. Renovate the Alice Nannup Youth Art Centre at Gunnado Farm, so that young people can engage with their culture through art, storytelling and dance. The number of young people referred to the Gunnado Family Centre, to be provided on a six-monthly basis; 2. The number of unexplained school absences, to be provided on a six-monthly basis; 3. The number of recidivist offenders, to be provided on a six-monthly basis; and 4. The numbers of young people who are reengaging in education, training or employment, to be provided once. The Geraldton Indigenous Coordination Centre will also monitor the progress of this SRA on a quarterly basis, and meet with people from this SRA's partner organisations. |
