| The MAAMBA Aboriginal Corporation 'Youth Development' Shared Responsibility Agreement is an agreement between the Department of Families, Community Services and Indigenous Affairs, the Department of Employment and Workplace Relations, the Attorney General's Department, the Department of Health and Ageing and the MAAMBA Aboriginal Corporation ('MAC') for the expansion of the MAAMBA Aboriginal Corporation's current activities to include: Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. | Purpose The SRA aims to move local indigenous young people towards a future in which they enjoy a positive childhood and transition to adulthood. A key aim is to link young people to families that are functional and resilient and have access to culturally appropriate services. Shared Responsibilities The Department of Families, Community Services and Indigenous Affairs has proposed a contribution of $46,750 to cover the set up and running costs for the establishment of an early intervention/prevention service focussing on indigenous youth. The Department of Employment and Workplace Relations has proposed a contribution of $56,000 for the engagement of a consultant to assist MAC develop a business plan that will set clear strategic directions for the organisation; buy in technical expertise to develop a quality website; and engage a consultant to provide mentoring support for MAC's leadership group over the establishment phase of the proposed new service. For their part, MAC will: Members of the MAC will undertake and complete governance training and provide voluntary labour for the upgrade of facilities as well as promote MAC's facilities to young indigenous people and their families. Performance Indicators and Feedback Mechanisms The SRA provides for quarterly feedback from MAC on the number of referrals from Centrelink, and the increased number of indigenous youth accessing Reconnect Services, and reports by the Department of Corrections on the reduction in indigenous youth having adverse contact with the criminal justice system. It also provides for quarterly meetings between MAC, FaCSIA, DEWR, DHS and AGD, as well as bi-annual reports provided to the ICC. | ||
