Summary Information:
Napranum 'PCYC' Shared Responsibility Agreement (SRA) was developed between the the Commonwealth and Queensland Governments and the Napranum Indigenous Community. Its stated purpose is to promote healthy lifestyles and positive interactions for youth of Napranum and Weipa communities by providing structured activities and improving associated service provision by and cooperation between local organisations. Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. Detailed Information:
Purpose To promote healthy lifestyles and positive interactions for youth of Napranum and Weipa communities. The project will provide structured youth activities in the area and an additional mechanism to supervise school attendance, as well as prevention and diversion activities to reduce references to the juvenile justice system. The program will be the result of a cooperative effort involving many parties including the CAPE PCYC (Community Activity Programs through Education Police Citizens Youth Club), Attorney-General's Department (Cth), Weipa Town Authority, Napranum Aboriginal Shire Council (NASC), the Elders' Group and Mens' Group. The program will provide a safe environment and structured activities for youth in the area outside school hours. Shared Responsibilities The Napranum Aboriginal Shire Council will develop a cultural awareness program, encourage members from the community to participate on the CAPE PCYC Steering Committee through membership and active involvement and become sport and recreation officers to assist in running programs, and encourage school attendance. CAPE PCYC will provide in-kind support, including access to staff and facilities to support youth development activities. The Weipa Town Authority will provide in-kind support (access to facilities, training and a Sport and Recreation Officer). Comalco will provide support for two sport and recreation traineeships over three years. The Department of Communications, Information Technology and the Arts (Cth), Office of Indigenous Policy Coordination (Cth), Department of Natural Resources, Mines & Water (Qld) and Education Queensland (Qld) have agreed to provide funding. Performance Indicators and Feedback Mechanisms CAPE PCYC will monitor school attendance on a weekly basis, and participation in structured and non-structured activities. Western Cape College Primary & Secondary School will monitor the number of absent (Indigenous) student days per term, the proportion of Indigenous children enrolled at school, and attendance at nutritional programs. The overall strategy will be monitored by the Steering Committee and the Napranum Aboriginal Shire Council, the Cairns Indigenous Coordination Centre, the Department of Natural Resources, Mines and Water (Qld), and the CAPE PCYC. The Steering Committee will provide monthly reports on progress to the other organisations during the first year of the program, with more comprehensive surveys and reviews every three months. Key milestones for the program include the opening of the youth centre, the formation of the Steering Committee, the employment of Sport and Recreation Officers and development of a Sports and Recreation Plan, consolidation of bilateral arrangements with participating organisations, and the development of an agreed evluation framework.
