The Mallingbar Aboriginal Community 'Mallingbar Youth Development and Recreation Facilities' Shared Responsibility Agreement is an agreement between the Department of Families, Community Services and Indigenous Affairs and the Indigenous community of Mallingbar for the upgrade and renovation of the old community office building and surrounds, so that it can be used as an activity development and recreational centre; and installing playground equipment for younger children to play on. The new space will be used for blue light discos, early childhood learning classes, dart and pool competitions, computer and board games and after school homework support facilities. Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. Purpose The SRA aims to address the concerns of the community about the growing number of unsupervised youth present in Broome throughout the night; the growing levels of substance abuse; and other dangers. The SRA aims to 'project the community desire to create and encourage the promotion of functional and resilient families and communities, by enhancing the confidence of at-risk youth through activities that promote respect for traditional culture and parental responsibility.' Shared Responsibilities Under the terms of the SRA, the Department of Families, Community Services and Indigenous Affairs has proposed a contribution of $44,000 for the purchase of materials required for the office renovations, and the refurbishment and hire of equipment. Performance Indicators and Feedback Mechanisms The SRA provides for one-off reporting by the community on the increased number of youth participation in recreational activities, the decrease in the number of youth contacts with the justice system and the decrease in the number of absent student days per week. It also provides for monthly meetings between ICC staff and members of the Mallingbarr Community to discuss and seek feedback on the implementation of the project. |
