Summary Information:
The Hope Vale Arts 'Interpretative Centre' Shared Responsibility Agreement (SRA) is an agreement between the Hope Vale Indigenous Community, the Commonwealth Government, the Queensland Government, the Hope Vale Aboriginal Shire Council and the Hopevale Community Learning Centre Aboriginal Corporation. It proposes to provide the funding for an Aboriginal Art and Culture Centre. Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. Detailed Information:
Purpose In its community plan, the Hope Vale community identified Aboriginal art and culture as an area of priority. The SRA states that it is hope that the building of a new Arts Centre will help re-establish community social and cultural norms, give young people pride in their past and will become a foundation for community well-being. The current Arts Centre was assessed in 2001 to be unable to be repaired, as it was asbestos sheeted and had major termite damage. Shared Responsibilities The community will: participate in a steering committee which will guide the progress of the new Arts Centre, as well as contribute to the planning and design of the new Centre; and develop and promote the new Arts Centre, and protect it from vandalism. The Hope Vale Aboriginal Council ('HVAC') will: supply and operate machinery to help in the construction and maintenance of the Centre; contribute CDEP labour; and honour the current peppercorn lease over the lease of the Arts Centre. The Hopevale Community Learning Centre Aboriginal Corporation ('HCLCAC') will: operate at the new Centre, and manage and maintain Centre activities; support artists, art workers, elders and participants involved in activities at the Centre; and educate children in art and culture. Families and individuals will: utilise the new Centre for activities including story-telling, dancing, weaving and art work; elders will share knowledge to increase awareness of local history and culture; develop and promote the new Centre as a community asset, and be involved in planning and training activities for it; and provide mentoring and education for kids in the community. The Commonwealth Government will provide a total of $440,000 for the construction of the new building and the destruction of the old one. Commonwealth money will also be used to fund a trainee and provide mentoring to that trainee. The State of Queensland will also contribute $200,000 to the cost of the new Centre, and Arts Queensland will lead and coordinate the construction project. The funding of the SRA is subject to the partners entering into a legally binding funding agreement. Performance Indicators and Feedback Mechanisms The SRA provides for the following performance indicators: 1. Number of annual social and cultural events, to be provided annually by HCLCAC; 2. Number of Indigenous people participating in regular sporting or cultural activities, to be provided quarterly by HCLCAC; 3. Number of artists using the new centre, to be provided quarterly by HCLCAC; 4. Number of local people employed in the construction of the new centre, to be provided by HVAC bi-annually; 5. Number of artist employed at the Arts Centre, to be provided quarterly by HCLCAC; 6. Proportion of community attending Arts Centre events, number and description of children's activities and the increase usage of the facility by the community and visitors, to be provided quarterly by the HCLCAC; 7. The marketing of local artists, to be provided quarterly by the HCLCAC; and 8. The undertaking of governance training by the board of HCLCAC, to be done once. It is envisaged that the construction of the Arts Centre will be completed by December 2007.
