The Hope Vale Arts 'Interpretative Centre' Shared Responsibility Agreement (SRA) is an agreement between the Hope Vale Indigenous Community, the Commonwealth Government, the Queensland Government, the Hope Vale Aboriginal Shire Council and the Hopevale Community Learning Centre Aboriginal Corporation. It proposes to provide the funding for an Aboriginal Art and Culture Centre. Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. Purpose In its community plan, the Hope Vale community identified Aboriginal art and culture as an area of priority. The SRA states that it is hope that the building of a new Arts Centre will help re-establish community social and cultural norms, give young people pride in their past and will become a foundation for community well-being. The current Arts Centre was assessed in 2001 to be unable to be repaired, as it was asbestos sheeted and had major termite damage. Shared Responsibilities The community will: The Hope Vale Aboriginal Council ('HVAC') will: The Hopevale Community Learning Centre Aboriginal Corporation ('HCLCAC') will: Families and individuals will: The Commonwealth Government will provide a total of $440,000 for the construction of the new building and the destruction of the old one. Commonwealth money will also be used to fund a trainee and provide mentoring to that trainee. The State of Queensland will also contribute $200,000 to the cost of the new Centre, and Arts Queensland will lead and coordinate the construction project. The funding of the SRA is subject to the partners entering into a legally binding funding agreement. Number of Indigenous people participating in regular sporting or cultural activities, to be provided quarterly by HCLCAC; 3.
