The Indulkana (Iwantja) 'Youth Recreation Activities - Indulkana Motocross Program' Shared Responsibility Agreement (SRA) is an agreement between the Indulkana Indigenous Community, the Commonwealth Government and the South Australian Government. The SRA states that its purpose is to create more activities in order to divert young people away from substance abuse. Specifically, this SRA provides funding for a motocross program. Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. Purpose This SRA provides funding for six motorbikes, safety equipment and training for a motocross program, in order to develop the physical and social skills of young people. Shared Responsibilities The community will: Individuals wishing to participate in the motocross program will participate in the program's safety courses, and will comply with the maintenance of the motorbikes. Individuals will also commit to not taking illicit substances, and adhere to the 'No school, no motocross policy'. The Commonwealth Government, through the Department of Communications, Information Technology and the Arts, will provide $72,000 for motorbikes, while the Department for Health and Ageing will provide $6,557 for a safety course. The South Australian Department for Family and Communities will oversee the program. The funding of the SRA is subject to the partners entering into a legally binding funding agreement. Performance Indicators and Feedback Mechanisms The SRA provides for the following performance indicators, all to be provided annually by the Department for Family and Communities: 1. Number of Anangu participants adhering to illicit substances rule, and the 'No school, no motocross program'; 2. Number of Anangu participants in the Finke Desert Race; and 3. Number of Anangu involved in the program, including the construction of the dirt bike track, and undertaking safety courses. |
