    Summary Information:
    The Inverell 'Youth Activity Centre' Shared Responsibility Agreement (SRA) was developed between the Inverell Indigenous Community, the Commonwealth Government, the New South Wales Government, the Inverell Shire Council, Joblink Plus and Best Employment Ltd on 7 December 2006.

    This SRA aims to reduce the vandalism and crime committed by young people in Inverell, as well as to 'support local youth to improve educational outcomes', through the building of a Youth Activity Centre.
    Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding.     Detailed Information:
    Purpose

    The purpose of this SRA is to provide funding for a Youth Activity Centre, which will support children and young people 9-18 years, and will run diversionary programs, a homework centre and provide supervision for suspended students. The Centre will employ a part-time Youth Support Officer under the supervision of the South Inverell Residents Association.

    Shared Responsibilities

    The Inverell Indigenous Community, largely through the South Inverell Residents Association, will keep the Centre in good repair, work to better community relations between Indigenous and non-Indigenous community members and administer funding.

    Families and individuals will:
  • use the Centre, and attend its activities;
  • encourage young people to access the Centre;
  • volunteer their time for planned activities, and during school holidays;
  • ensure the Centre is in good repair;
  • pass on cultural knowledge, particularly elders, to young people at the Centre; and
  • undertake modification work at the Centre, under the supervision of Joblink Plus and Best Employment.

    The Commonwealth Government proposes to provide $110,000 and in-kind support, to support the existing programs run by the South Inverell Residents Association, as well as funding the Youth Training Support Officer and converting existing Inverell Shire Council property into the Youth Activity Centre.

    The New South Wales Government will provide $10,000 and in-kind support which will include supervision of the site upgrade and the continuing funding of existing programs.

    Joblink Plus and Best Employment will both provide labour and supervision.

    The funding of the SRA is subject to the partners entering into a legally binding funding agreement.

    Performance Indicators

    The SRA provides for the following performance indicators, to be provided quarterly:
    1. Local statistics on number of young people involved in crime, to be provided by the local police;
    2. Number of youth activities being made available, to be provided by the South Inverell Residents Association; and
    3. Number of students suspended from local schools, to be provided by the South Inverell Residents Association.
