    Summary Information:
    The Hunter Region 2 'Youth' Shared Responsibility Agreement (SRA) was agreed between the Hunter Indigenous Community, the Commonwealth Government and the Department of Community Services on 2 February 2007. This SRA states that its purpose is to re-engage Indigenous young people in the areas of employment and education by providing for five further Indigenous Youth Worker trainee positions.

    Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding.     Detailed Information:
    Purpose

    This SRA addresses the stated community priority of aiding young people in the areas of employment and education by:

  • improving school retention and educational outcomes by supporting students in their pursuit of year 10 certificates;
  • combating racism with school cultural awareness programs; and
  • providing culturally appropriate support for high risk young people with issues relating to suicide, family violence, substance abuse and teenage pregnancy.

    As well as creating new Indigenous Youth Worker trainee positions, the SRA also provides funding to support and further develop the Hunter Aboriginal Youth Committee, and to liaise with local schools to improve school retention.

    Shared Responsibilities

    Organisations, including the Awabakal Newcastle Aboriginal Co-op will assist and mentor young people involved in the Hunter Aboriginal Youth Committee. These organisations will also work with groups including Lifeline and the Salvation Army to develop culturally appropriate support programs for young people.

    Families and individuals within the Hunter Indigenous Community will continue to be members and participate in the Hunter Aboriginal Youth Committee; this Committee will be involved in developing strategies to address youth concerns, and will assist in the selection process for the trainee positions.
    The Commonwealth Government proposes to contribute $129,558 for the employment of the Indigenous Youth Worker trainees. The New South Wales Government proposes to provide $70,000 for the employment of an Aboriginal Youth Development Officer.
    The funding of the SRA is subject to the partners entering into a legally binding funding agreement.

    Performance Indicators

    The SRA includes the following performance indicators:
    1. Develop strategies to ensure satisfaction for indigenous young people when accessing mainstream services, to be provided quarterly;
    2. Number of partnerships with other community organisations and non-government organisations, to be provided on a six monthly basis;
    3. Mainstream youth programs to provide specific activities for Indigenous young people, to be assessed quarterly;
    4. Number of Indigenous young people accessing the targeted mainstream youth services, to be provided annually; and
    5. Number of Indigenous trainees who transfer form the youth traineeship to regular employment, to be provided annually.
