Summary Information:
The Ayr 'Positive Youth Participation' Shared Responsibility Agreement (SRA) is an agreement between the Ayr Indigenous Community, the Australian Government and local community organisations. The Agreement provides the funding and resources for the development of coordinated youth activities and the provision or upgrading of youth facilities and equipment. Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. Detailed Information:
Purpose The SRA aims to address community-identified priorities of reducing juvenile crime and improving youth participation in education and the community. The SRA proposes to address these priorities through the following including: engaging a coordinator and mentor for Ayr for a six month period to organise the volunteer base and provide hands on assistance and coordination for activities; and the provision of funds for lighting, transport, repairs and data projector for the facilitation of youth activities. Shared Responsibilities The Department of Families, Community Services and Indigenous Affairs has proposed a contribution of $100,000 towards the engagement of a coordinator and the improvement of the youth facilities, including equipment, materials, transport and lighting. In return for this funding, several community organisations have committed to providing in-kind support. BAY Watch will provide office space for the coordinator at their facility and will coordinate fundraising and costs for transportation and air conditioning. It will also auspice 'Reconnecting Family Camps', and in partnership with the Queensland Youth Services, will run an after school program which operates on a no school - no activities obligation. Burdekin Youth Endeavour will organise a regional football competition with a no-school/pathways, no participation policy. Youth Patrol will undertake patrols of hot spots and will engage with and mentor youth on the street at night, and during sports and other activities. Youth Network and men's and women's groups will run activities for youth, including female youth workshops and sleepovers. Townsville and District Education Centre (TADEC) will provide support and access to youth transition and alternative pathways. Queensland Youth Services will support activities through identifying and engaging with youth at risk from disengaging from school. The Gudjuda Reference Group and the Burdekin Torres Strait Islander Organisation will provide cultural support for youth camps. Possible linkages to the activities to Community Development Employment Project (CDEP) Programmes will also be considered. Families and individuals will provide support for the programs and activities, including volunteering time to mentor youth, undertake renovations and improvements of facilities and actively being involved in the activities. Youth will commit to attend either school or alternative pathways to re-enter learning or vocational activities with the support of the Townsville and District Education Centre. The funding of the SRA is subject to the partners entering into a legally binding funding agreement. Performance Indicators and Feedback Mechanisms The SRA provides for a working group to be formed from representatives of all parties. The meetings of this group will include reports on the progress of the SRA against performance indicators. Indicators which will be measured on a half-yearly basis include the number of activities being held and activities, schools (or pathways) participation levels. Instances of juvenile crime will be reported on a monthly basis.
