    Summary Information:
    The Bagot 'Community Development' Shared Responsibility Agreement (SRA) is an agreement between the Bagot Indigenous Community, the Australian Government and the Northern Territory Government. The Agreement provides the funding and resources for the training and employment of a Community Development Officer and trainees, as well as removal of asbestos hazard from the old health clinic.

    Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding.     Detailed Information:
    Purpose

    The SRA aims to address the community priorities of increasing community understanding and involvement in determining the direction of the community, improving financial management understanding by the council and community members, increasing employment in the community, and making the community safe.

    Shared Responsibilities

    The Office of Indigenous Policy Coordination has proposed a contribution of $223,000 towards the employment of a Community Development Officer, training programs for local trainees and the removal of asbestos.

    The Northern Territory Government has proposed a contribution of $60,000 towards the employment of the Community Development Officer.

    In return for this funding, the community, family and individuals will
  • undertake governance training through the Council;
  • ensure that the Community Development Officer is responsive and accountable to the needs of the Community;
  • work with the Community Development Officer to identify the wishes, needs and aspirations of the Community;
  • nominate trainees to work with the Community Development Officer;
  • participate in the development of a Community Plan; and
  • cooperate with the asbestos removal contractor.

    The funding of the SRA is subject to the partners entering into a legally binding funding agreement.

    Performance Indicators and Feedback Mechanisms

    The SRA provides two way feedback through monthly reports to the Darwin Indigenous Coordination Centre and the Northern Territory Government, regular community meetings, and quarterly feedback against indicators of participation levels and the appointment of the Community Development Officer and trainees.
