Pipalyatjara is a small Aboriginal community located in South Australia near the conjunction of the South Australian, Western Australian and Northern Territory borders, approximately 550 kms south west of Alice Springs.

    Pipalyatjara 'Pool' Shared Responsibility Agreement (SRA) is an agreement between the Department of Families, Community Services and Indigenous Affairs (Cth), Department of Education and Childrens Services (SA) and Pipalyatjara Community Council to install a pool at the Pipalyatjara community.

    Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the ATSIC system of funding.

    Shared Responsibilities
    The Department of Families, Community Services and Indigenous Affairs (Cth) has agreed to provide $2,500,000 for construction costs.

    The Department of Education and Childrens Services (SA) has agreed to provide $160,000 towards ongoing costs associated with maintaining and operating the pool.

    The Pipalyatjara Community Council and members of the community will operate and maintain the facilities, and encourage school attendance by way of a 'no school, no pool' policy. They will also consider undertaking a Family Wellbeing Certificate 3, and provide feedback on what aspects of the course may require modification.

    Performance Indicators and Feedback Mechanisms
    The Pipalyatjara Community Council will provide six monthly reports on attendance at school and pool sessions, as well as the number of staff accredited to manage the pool.

    A Swimming Pool Management Committee will provide regular reports to the government departments and community council.

    The Port Augusta Indigenous Coordinating Council manager will liaise with the Pipalyatjara Community Council and school principal to review implementation of the agreement.
