Summary Information:
The Barmera Riverland 'Bicycle Workshop' Shared Responsibility Agreement (SRA) is an agreement between the Barmera Indigenous Community, the Australian and South Australia Governments and local organisations. The Agreement provides the funding and resources for the provision of activities such as a bicycle workshop and nutritional programmes as an incentive for children to attend school. Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. Detailed Information:
Purpose The SRA aims to address the community-identified priority of engaging youth in healthy diversionary activities and to improve school attendance, nutrition and health. The Agreement proposes the facilitation of activities which will require children to attend school and will help to reduce anti-social behaviour. This includes the collection of bicycles and bicycle parts, the repair and improvement of a workshop venue, bicycle activities and a nutrition awareness program. Shared Responsibilities The Commonwealth of Australia, through the Department of Health and Ageing and the Department of Communications, Information Technology and the Arts has proposed contributions of $13,500 and $15,000 respectively towards the purchase of safety equipment, bicycles and bicycle components, tools and equipment, as well as towards the funding of accredited road safety training for the school's teachers. The South Australia Police, through the Barmera and Berri Police, will collect and donate unclaimed bicycles and bicycles parts and maintain a register of bike serial numbers to deter theft. The Barmera School teachers will run bicycle safety training sessions at the Barmera Primary School. The Riverland Regional Health Service Inc will run a nutrition programme and will provide food for the sessions. Riverland Indigenous Care Inc will provide the workshop venue and will organise volunteers to upgrade the facilities and run the workshop activities. Glossop Steel has proposed a contribution of $1,800 worth of steel for the upgrade of the bicycle worsksop venue in Glossop. Big River will assist in building relationships between the Barmera Community and the broader community and will assist with advertising. It will also provide access to a small warehouse in Barmera for the secure storage of bicycles. In return for this funding, the community, family and individuals will: oversee the running of the bicycle workshop and activities, including providing appropriate volunteers; source transportation and appropriate drivers; establish and upgrade the workshop; build on the relationships established with the broader community; enforce school attendance and participate in the nutrition programmes; promote and enforce safety standards and codes of conduct; set up workshop equipment, clean and ensure that tools are put away after each workshop; and plan bicycle competitions and other after-school activities. The funding of the SRA is subject to the partners entering into a legally binding funding agreement. Performance Indicators and Feedback Mechanisms The SRA provides for the monthly meetings of the South Australian Police, school representatives, parents and Riverland Indigenous Care Inc. Quarterly feedback provided by the parties will measure the progress and performance of the SRA against indicators such as school attendance levels, participation levels in session and levels of vandalism.
