    Summary Information:
    The Roma 'Community Response to School Suspensions' Shared Responsibility Agreement (SRA) is an agreement between the Commonwealth and Queensland Governments and Roma Aboriginal Corporation to develop a community based program providing for the supervision and education of school students whilst under suspension from school.

    Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding.
    Detailed Information:
    Purpose
    To ensure the provision of a safe environment for staff and students at schools, and also provide for the continued supervision and education of students suspended from school. This will be done by employing a part time teacher to develop and supervise individual school work programs for suspended students, providing assistance and support for families and the community, and improving personal development and cultural awareness programs within schools.

    Shared Responsibilities
    Parents and families will:
  • Assist while their child is attending the program, and ensure that they arrive on time with the relevant school work, having had breakfast;
  • Give permission for their child to participate in all activities, including personal development activities;
  • Work with the mentor who is supporting their child;
  • Encourage participation in art and craft activities; and
  • Work with the Indigenous Student Support Officers with an eye to their child's reintegration within the school

    Students on suspension will:
  • Agree to attend the program and participate in all activities.

    The Roma Aboriginal Corporation will provide facilities and staff to implement the program and associated training and cultural activities. CDEP Roma will provide two participants to assist with activities.

    Charleville and Western Areas Aboriginal and Torres Strait Islander Corporation, Working Against Abuse Service, Roma Family Support Service, Maruma-li Mari Outback Service, Spiritus and community members will provide in-kind support and services to assist with implementaion of the program.

    The Department of Health and Ageing (Cth), Department of Families, Community Services and Indigenous Affairs (Cth), Department of Communications, Information Technology (Cth) and the Arts and Department of Education, Science and Training (Cth) will provide funding. The Department of Education, Training and the Arts (Queensland) will provide in-kind support through Roma State College.

    Performance Indicators and Feedback Mechanisms
    The teacher/ project manager will provide quarterly reports on specified performance indicators including the number of students attending the program, activities carried out, involvement by parents, and the proportion of students successfully reintegrated into regular school classes.

    The project manager will also provide monthly reports to the Roma Indigenous Coordination Centre and progress in relation to performance indicators and milestones (employment of a teacher, development of a weekly timetable and implementation of activities).

    The project manager, representatives of Roma community and Roma Indigenous Coordination Centreand other key stakeholders will meet monthly to review progress and consider future developments.
