    Summary Information:
    The Bathurst 'Supporting Young People and Families' Shared Responsibility Agreement (SRA) is an agreement between the Bathurst Indigenous Community, the Australian and New South Wales Governments and local organisations. The Agreement provides the funding and resources for strategies to address four community-identified priorities (see below) which include activities with a focus on youth, nutrition and life-skills and the engagement of a Youth Coordinator and Sports Coordinator to work with the community.

    Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding.     Shared Responsibilities

    The Commonwealth Government has proposed the contribution of funding and resources through various departments. The Department of Families, Community Services and Indigenous Affairs will contribute $90,500 towards the improvement of a children's playground and the Community Centre. The funds are also to be directed towards equipment for evening activities, the Family Wellbeing Officer's salary, and 'oncosts' such as a mobile phone and vehicle.

    The Department of Health and Ageing has proposed a contribution of $59,000 towards the salary of the Family Wellbeing Officer and associated oncosts.

    The Department of Education, Science and Training has proposed a contribution of $40,000 towards the salary of the Youth Coordinator and associated oncosts. Similarly, the Attorney-General's Department and the Department of Employment and Workplace Relations will also contribute $40,000 each towards these costs.

    The Department of Communications, Information Technology and the Arts has proposed the contribution of $28,400 towards the salary of the Sports Coordinator and associated activities.

    The Department of Arts, Sport and Recreation (New South Wales) has proposed an in-kind contribution of coordination with existing services such as sporting clinics, lectures and regular liaison with the Indigenous Sport Development Officer on the Bathurst Community's needs.

    The Department of Education and Training (NSW) will also provide in-kind assistance through local school-based education support programs for 12-15 year old students. It will also provide data to assist the assessment of the implementation of the Agreement.

    The Greater Western Area Health Service will provide support for the Family Wellbeing Officer, and will liaise with the drug and alcohol staff network through the Bathurst Community Centre.

    The Bathurst Regional Council will provide office space and resources to locate all of the staff employed under the Agreement within the Kelso Community Centre.

    In return for this funding, the community, families and individuals will:

  • proactively participate in and attend the activity session, through renovating the Centres, volunteering to supervise, coordinate and assist in activities while also supporting community participation in the activities;
  • identify community members who may benefit from the activities and encourage attendance; and
  • after completing job-readiness training, actively seek employment.

    The funding of the SRA is subject to the partners entering into a legally binding funding agreement.

    Performance Indicators and Feedback Mechanisms

    The SRA provides for regular liaison between funding agencies, quarterly field visits by the Wagga Wagga Indigenous Coordination Centre and quarterly submission of reports by the Youth Coordinator on the performance of the Agreement, using indicators such as job-readiness, unemployment rates and attendance at activities. Similarly, the Family Wellbeing Officer and the Sports Coordinator will provide reports on the progress of the Agreement based on community participation in activities.
