The Mungindi 'Youth, Sport and Recreation' Shared Responsibility Agreement (SRA) is an agreement between the Office of Indigenous Policy Coordination, the Attorney General's department, the Department of Education, Science and Training, the Department of Employment and Workplace Relations, the New South Wales Department of Education and Training, the New South Wales Department of Community Services, the New South Wales Department of Arts, Sport and Recreation, Mungindi Police, the Moree Plains Shire Council and the Mungindi Rural Transaction Centre. It was agreed on 14 December 2006. The agreement is for the development of a Youth Access Centre (YAC) for the use of local Indigenous children and youth from 9-18 years old. The YAC will be used to run recreational activities, a suspension program and a homework club. To achieve this, a part-time Youth Support Officer will be employed to work under the Aboriginal Family Youth Worker, and an upgrade of the recreational facilities will be undertaken. Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. Purpose The SRA aims to address community identified priorities in relation to the reduction of youth contact with the justice system, a reduction of vandalism and crime by the youth of Mungindi, and greater levels of support for the young people in the community to improve education outcomes. Shared Responsibilities Commonwealth Government departments have proposed the following contributions: New South Wales State Government departments have proposed the following contributions In addition to these commitments, Moree Plains Shire council has agreed to approve placement of the YAC building, be an auspicing body for the YAC, waive fees for the use of the oval and recreational facilities and the erection of the YAC building, and make improvements to sport facilities including fixing lights securing power etc. The Mungindi Rural Transaction Centre has also has agreed to allow access to IT equipment for youth under the supervision of the Aboriginal Family Worker or Youth Support worker. For their part, the community will work towards providing programs to children and youth at the YAC, as well a contributing to promoting community relationships between the Indigenous and non-Indigenous community by participating in meetings and forums and providing assistance to staff. Performance Indicators and Feedback Mechanisms The SRA provides for six monthly reporting by the YAC management Group and Mungindi Police on the number of juveniles involved in crime, including vandalism and graffiti and quarterly reporting on the number of youth accessing facilities in the YAC on a regular basis. Local schools will also report biannually on the number of students suspended and the number of indigenous student days absent. In addition, the Tamworth Indigneous Coordination Centre and relevant agency staff will undertake six monthly visits and meet with the management group and the Moree Plains Shire Council to obtain feedback. Indigenous community members will be invited to provide feedback through the community forum on a six monthly basis. |
