    Summary Information:
    The Karalundi Comprehensive Shared Responsibility Agreement (SRA) was agreed between the Karalundi Indigenous Community, the Commonwealth and Western Australian Governments and Karalundi Aboriginal Education Centre Inc on 21 September 2006. The SRA states that its purpose is to promote a positive transition from childhood to adulthood, and reduce the prevalence of substance abuse by promoting functional and resilient families and increasing employment outcomes, governance reform and service delivery.

    Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding.     Detailed Information:
    Purpose

    The SRA states that it has been produced to address low levels of education, significant problems of substance abuse and associated problems of crime and anti-social behaviour, as well as broader problems of governance and lack of reliable essential services.

    Specifically, the SRA provides funding for the Karalundi Outdoor Personal Enrichment (KOPE) Program which will involve young people in outdoor obstacle course activities. In addition, the SRA provides for the development and implementation of a 'plan for the transition to normalised service delivery'. It is acknowledged in this SRA that Karalundi already has a positive reputation as a 'safe haven' for young people, in particular because of the presence of the Karalundi Aboriginal Education Centre.

    Shared Responsibilities

    The community, families and individuals will:
  • Expand on current employment, training and engagement structures, and actively pursue the opportunities that these provide;
  • Establish post-secondary training that is relevant to regional employment patterns;
  • Introduce 'recovery mechanisms for electricity usage consistent with FaCSIA electricity charging guidelines';
  • Take steps to be eligible for the Australian Tax Office Energy Grant Credit Scheme;
  • Promote a youth drug and alcohol rehabilitation program;
  • Implement, monitor, attend and volunteer with the KOPE program and its related activities;
  • Work with a consultant on issues of governance reform; and
  • Undertake and implement ideas from holistic health training.

    The Commonwealth Government will provide $255,000 in funding for the KOPE program, community power supply and governance reform. The Western Australian Government will provide in-kind assistance, including installing power meters. The Karalundi Aboriginal Education Centre will provide $50,000 for KOPE.

    The funding of the SRA is subject to the partners entering into a legally binding funding agreement.
